Title

Amendment to Annual Goals and Objectives of the FY 2019 Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) Annual Action Plan

Purpose

PURPOSE/BACKGROUND:

The City of Hampton (the "City") is submitting an amendment to section AP-20 in the FY 2019 Annual Action Plan (the "Plan") for Housing and Community Development which covers the FY 2018 - 2019 annual goals and objectives.

Discussion:

The U. S. Department of Housing and Urban Development ("HUD") annually awards CDBG and HOME funds to the City to develop viable urban communities by providing improved housing, suitable living environments, and economic opportunities for those in the low-to-moderate household income bracket. The City uses these funds to compliment other resources for implementing the Hampton Neighborhood Initiative. This amendment transfers funds from the Queen's River Road Project to the Neighborhood Commercial Preservation Activity.

A 30-day period from December 23, 2018 to January 23, 2019 was open for public comments. In addition, a public hearing will be held on February 13, 2019 to receive public comments on the amendment to the Plan and seek Council's approval to adopt the amendment to the Plan. The amendment to the Plan is available for public examination in the Housing and Neighborhood Services Division of the Community Development Department located at 22 Lincoln Street, 5th floor, Hampton, Virginia 23669 and online at www.hampton.gov/neighborhoods.

Impact:

Public comment is sought on the Plan regarding utilization of HUD funds to support implementation of the Hampton Neighborhood Initiative.
