Resolution Appropriating $28,309.90 from the Committed Fund Balance of FY18 Dominion-Surry Funds to Emergency Management's Current FY19 Budget to Support the Activities of Local Government in Establishing, Maintaining, and Operating such Emergency Plans, Programs and Capabilities to Deal with Nuclear Accidents as Required by the Nuclear Regulatory Commission and the Federal Emergency Management Agency with Respect to Nuclear Power Stations
Purpose
PURPOSE/BACKGROUND:
The purpose of this resolution is to request approval of re-appropriation of funds from the FY18 Fund Balance of the FY18 Dominion-Surry funds to Emergency Management's current FY19 budget for the purpose of radiological emergency preparedness.
Discussion:
The Code of Virginia establishes a special fund known as the Radiological Emergency Preparedness Fund. Monies deposited in this fund shall be expended by the Department to the extent appropriated only to support the activities of state agencies and local governments in establishing, maintaining and operating such emergency plans, programs and capabilities to deal with nuclear accidents as are required by the Nuclear Regulatory Commission and the Federal Emergency Management Agency (FEMA) with respect to nuclear power stations. Funds are allocated by the Commonwealth of Virginia, Department of Emergency Management through the Radiological Emergency Preparedness Fund and the requested allocation from the FY18 committed fund balance in the amount of $28,309.90 must be expended by June 30, 2019.
The City of Hampton actively plans and prepares for response to radiological emergencies. The City of Hampton maintains the Radiological Emergency Response Incident Annex to the City of Hampton Emergency Operations Plan 2018. The City of Hampton also maintains a host agreement with James City County to receive James City County residents evacuated in the event of a radiological emergency at the Dominion Energy Surry Nuclear Power Station.
