Resolution Determining ICMA to be the Only Source Practicably Available from which to Procure ICMA's Effective Supervisory Practices Six -Part Webinar and Authorizing the Negotiation and Execution of a Purchase Contract with ICMA as "Sole Source"

Purpose

PURPOSE/BACKGROUND:

This training, exclusively provided by ICMA, will provide 300 supervisors with information and skills deemed necessary by Human Resources.  The total cost of the training which includes the webinar registration, textbook and study guide for 300 participants is $21,435.  Human Resources has the funding in their budget for this training.

                     WHEREAS, Hampton City Council recognizes the public interest in providing through its Human Resources the most efficient means reasonably available and affordable to register 300 participants in ICMA's Effective Supervisory Practices Six -Part Webinar;

                     WHEREAS, ICMA is the exclusive provider of  ICMA's Effective Supervisory Practices Six -Part Webinar which the city desires to use for training; and

                     WHEREAS, the price at which ICMA has offered the ICMA's Effective Supervisory Practices Six -Part Webinar has been determined to be fair and reasonable.

                     NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia as follows:

                     1.                     That the contract for procuring serviceds described above may be negotiated and awarded to ICMA as a “sole source” without competitive sealed bidding or competitive negotiation as set forth in Virginia Code Section 2.2-4303.E;

                     2.                     That the City Manager or his authorized designee is hereby authorized to negotiate and execute a purchase contract with ICMA; and

                     3.                     That the notice awarding the contract to ICMA shall be posted in a public place pursuant to...
