Resolution to Accept the Donation of Kanopy, a Streaming Video Service, Valued at $28,000, from the Hampton Public Library Foundation to the Hampton Public Library

Purpose

PURPOSE/BACKGROUND:

The Hampton Public Library Foundation would like to support the Hampton Public Library by purchasing and donating to the Hampton Public Library access, for two years, to the streaming video service Kanopy for use by library patrons.  The total value of this service for the two-year period would be $28,000

 

Discussion:

 

Pursuant to City Code 2-134(a), the donation of materials valued over $5,000 requires acceptance by City Council.  The Hampton Public Library Foundation (“Foundation”) is a 501(c)(3) not-for-profit corporation formed in 1994 to receive donations and bequests to support the efforts of the Hampton Public Library.  The Foundation wishes to purchase two year access to the Kanopy streaming video for use by library patrons.  Following the two year period if the Kanopy service is found to be beneficial to patrons, the Foundation may consider purchase and donation of the service for another period of time.

Kanopy is an on-demand streaming video platform (much like Netflix or Amazon) for public libraries and universities.  Kanopy offers a large collection of award-winning films, documentaries, independent films and academic videos.  It also includes children’s programming with its subdivision, Kanopy kids.  All Library card holders would have access to this database through a link on the Library’s webpage.  Kanopy has a title listing on the homepage where patrons can scroll through genres of movies prior to making their selection. 

Kanopy works on an individual library patron purchase, not a subscription.  At no charge to the patron, they would sign into Kanopy with their library card and select a movie from the over 30,000 titles in the database. The library’s account would be charged for the movie.  The flat rate for each movie is $2.00.  Patrons will be able to stream their movies on their computers, smart phones, tablets and smart television at home. While Library computers could be used to view movies, use of Library computers is limited to one hour per patron. The library would limit each library card holder to four movies a month.  Each film would have a loan period for a streaming video of 72 hours.

Impact:


Although DVDs only make up 10% of the library collection, they account for over 50% of our circulation.  The acceptance of this donation would allow the introduction of this streaming service for Hampton citizens who have a Hampton Public Library card.  Expanding our film collection will allow increased usage of Library materials to Library patrons and expand the amount of material and selection that we can provide to patrons.  The Hampton Public Library would be the first library system in area to provide this streaming service to their patrons.  The flat rate for each movie is $2.00.  A maximum limit of $14,000 for the streaming service will be set for each fiscal year beginning FY20 and ending at the end of FY21 for a total of $28,000 donated by the Foundation.

WHEREAS, the Hampton Public Library Foundation (“Foundation”) is a 501(c)(3) not-for-profit corporation which receives donations and bequests to support the efforts of the Hampton Public Library (“Library”);

 

WHEREAS, the Foundation desires to purchase two year access to the Kanopy streaming video service for the Library’s circulation collection, valued at $28,000; 

 

WHEREAS, the availability to Library patrons of approximately 30,000 movies through the acceptance of this donation will expand the Library’s overall video materials while providing a useful and valuable resource to Library patrons; and

 

WHEREAS, the Hampton Public Library is requesting that City Council accept this donation from the Foundation. 

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts the donation of two years of Kanopy streaming video services, with a total value of $28,000, from the Hampton Public Library Foundation for use by the Hampton Public Library as a new source of streaming videos that will enhance the library's existing video collection to benefit Library patrons.
