Resolution To Appropriate $462,251 in Federal Virginia Department of Transportation Urban Construction Initiative Funds to the Bridge Street Bridge Capital Project and Transfer $9,523 from the Saunders Road Bond Project to the Bridge Street Bridge Project
Purpose
PURPOSE/BACKGROUND:
The existing Bridge Street Bridge structure had reached the end of its useful life and a replacement facility needed to be installed. The request for additional funds for Bridge Street has a reimbursable 98% federal and state share in the amount of $462,251 with a 2% non-reimbursable local match of $9,523.
City staff has identified $9,523 from the Saunders Road Project that may be utilized and is available for the Bridge Street Bridge Project. Sufficient bond funds remain in the Saunders Road Project to fund that local match portion. Hampton City Charter Sec. 6.12 and Hampton City Code Sec. 2-137 require that the City Council approve the transfer of unencumbered appropriations from one department to another department, as well as any transfer of bond proceeds. Pursuant to those provisions, the City Manager requests Council approve the transfer of those local match funds from the Saunders Road Project to the Bridge Street Bridge Project.
Impact:
Net Impact $462,251 in additional funding for the Bridge Street Bridge Project.

WHEREAS, in accordance with Virginia Department of Transportation ("VDOT") project allocation procedures, City Council must request, by resolution, that VDOT program highway projects in the City of Hampton;
WHEREAS, City Council has previously requested and VDOT has agreed to program a total sum $5,689,589 in total funding for the Bridge Street Bridge Project (UPC 93081; the "Project");
WHEREAS, VDOT has further agreed to program an additional sum of $471,774 for that Project that was not previously requested or appropriated (the "Additional Sum");
