Request to Remove Resolution to Amend the Fiscal Year 2019 Council Approved Budget and Accept and Appropriate the FY 2018 State Criminal Alien Assistance Program ("SCAAP") Grant Awarded by the U. S. Department of Justice Bureau of Justice Assistance

 

Purpose

PURPOSE/BACKGROUND:

The Bureau of Justice Assistance ("BJA"), in conjunction with the Bureau of Immigration and Enforcement ("ICE"), the Citizenship and Immigration Services ("CIS") and the Department of Homeland Security ("DHS"), provides federal payments/funds to states and localities that incurred correctional officers'/deputies' salary expenses for incarcerating undocumented criminal aliens.

 

Discussion:

The Hampton Sheriff's Office submitted an application on October 26, 2018 to determine if any of the inmates met the SCAAP requirements. The Hampton Sheriff's Office has met the requirements of the grant and has been awarded $17,479.

 

Impact:

The grant reimbursement of $17,479, with no local match required, will be used to cover medical services for the inmates incarcerated within the facilities.

This appeared on the April 24th and May 8th Agendas, however Council is being asked to REMOVE this item from the Agenda. It has undergone extensive changes, and the correct approval will occur under #19-0192.

 

Body

                     WHEREAS, the Bureau of Justice Assistance ("BJA") has awarded the FY 2018 State Criminal Alien Assistance Program ("SCAAP") Grant to the city of Hampton, Virginia in the amount of $17,749;

 

                     WHEREAS, the grant award covers the period of July 1, 2018 through June 30, 2019; and

 

                     WHEREAS, the payment does not require a local match.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates the  FY 2018 State Criminal Alien Assistance Program ("SCAAP") grant award in the amount of $17,749 with no local match required, and any supplemental funding, by the Bureau of Justice Assistance ("BJA") to the Grant Fund to be used by the Sheriff's Office in accordance with the Grantor's specification.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
