Purpose
PURPOSE/BACKGROUND:

The Virginia Help Eliminate Auto Theft (HEAT) Program Grant provides one-time (reimbursement) funding to pay for authorized expenditures to send two (2) Hampton Police Division investigators to the Southeast Region International Association of Auto Theft Investigators (IAATI) Training Seminar in June 2019.

Discussion:

The Virginia Help Eliminate Auto theft (HEAT) program is a statewide cooperative effort of the Department of State Police, the Department of Motor Vehicles, and more than 172 participating local law enforcement agencies. The goal is to decrease auto thefts' adverse impact upon automobile insurance premiums by reducing the number of vehicles stolen each year.

To accomplish this, the HEAT Program supports initiatives to increase auto theft arrests, stolen vehicle recoveries, intelligence gathering, and crime prevention activities. In order to enhance Virginia's auto theft enforcement capabilities, the HEAT Program has allocated funds to provide auto theft investigation training grants to send two (2) investigators to the International Association of Auto Theft Investigators (IAATI) training seminar, which is being held from June 2-6, 2019, in Lexington, KY. As a result of being awarded the funding, the Hampton Police Division (HPD) will be sending two (2) auto investigators to this seminar. This training opportunity will allow Hampton Police Division Investigators to further their knowledge, skills, and abilities relating to auto theft investigations. Additionally, it will allow the officers to further educate citizens regarding auto theft prevention and actively employ investigative resources using the latest trends, intelligence information, and investigative assistance.
