Purpose

Background Statement:

This is a request to rezone 65 Hall Road [LRSN 10000173] from One Family Residential (R-33) to Parks and Open Space General (PO-1) district. This site is proposed to be the home of the future Fox Hill Neighborhood Center and was acquired by the City in 2018. Approval of this application would permit the Fox Hill Neighborhood Center and other neighborhood-serving park and open space opportunities.

 

The subject property is zoned One-Family Residential (R-33) District. A small portion of the property is located within Chesapeake Bay Preservation District (CBPD) overlay, and the entirety of the property is located with the Flood Zone (O-FZ) overlay.  The surrounding properties are zoned for residential uses.

 

The Hampton Community Plan (2006, as amended) recommends public/semipublic use for 65 Hall Road. Following the 2014 tornado destruction of a community facility at Grundland Park, residents expressed the need for a new facility in Fox Hill. Rezoning this property to PO-1 will allow for the Fox Hill Neighborhood Center use and associated neighborhood park and open space uses. Policies in the Hampton’s Community Plan promote providing parks and recreational facilities.
