Purpose
PURPOSE/BACKGROUND:

The projects are providing pedestrian and bicycle facilities, community improvement and mitigating the negative impacts to the highway system. The request for additional funds for the Three (3) new projects have a reimbursable 79% federal share in the amount of $1,053,860.00 with a 21% non-reimbursable local match of $280,140, with total project value being $1,334,000.

City staff has identified $92,820.00 from the Settlers Landing Bridge Bond Project that may be utilized and is available for the Mellen Street Bike & Pedestrian Improvements. The Mercury Boulevard Conversion Bond Project has $124,740 of available funds for the Mercury Boulevard Road Diet & Improvements Segment I Project. Saunders Road Bond Project has $62,580 of available funds for the Mercury Boulevard Road Diet & Improvements Segment II Project. Hampton City Charter Sec. 6.12 and Hampton City Code Sec. 2-137 require that the City Council approve the transfer of unencumbered appropriations from one department to another department, as well as any transfer of bond proceeds. Pursuant to those provisions, staff requests Council approve the transfer of these local match funds.
