Resolution Determining Alice Training Institute to be the Only Source Practicably Available from which to Procure Alice Instructor Training and Authorizing the Negotiation and Execution of a Purchase Contract with Alice Training Institute as "Sole Source"
Purpose
PURPOSE/BACKGROUND:
Members of the Hampton Police Division have previously been trained as Alice Instructors through the Alice Training Institute. After the tragedy in Virginia Beach, the City would like to have more members of the Police Division, Fire Division as well as the Floor Captains of other City Departments trained as Alice Instructors. It is important that employees receive uniform training in case of an active threat. Therefore, Council is being asked to determine that the Alice Training Institute is the sole source for this service.
Impact:
Adopting this sole source resolution will ensure that City employees receive uniform training for how to respond to an active threat.

WHEREAS, Hampton City Council recognizes the important public interest in providing through its employees the most effective means reasonably available and affordable to provide Alice instructor training to city employees;
WHEREAS, Alice Training Institute is the exclusive provider of Alice instructor training which the city desires to provide to City employees.; and
WHEREAS, the price at which Alice Training Institute has offered the Alice instructor training has been determined to be fair and reasonable.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia as follows:
