Resolution Determining SirsiDynix to be the Only Source Practicably Available from which to Procure Software, Maintenance, Server Database Support and Licenses for the Library's Integrated Catalog System and Authorizing the Negotiation and Execution of a Purchase Contract with SirsiDynix as "Sole Source"

 

Purpose

PURPOSE/BACKGROUND:

The purpose of this resolution is to determine SirsiDynix to be the only source practically available from which to procure software, software updates, maintenance and licenses for the City of Hampton's Integrated Library System.

 

Discussion:

 

In 1998, the City acquired an integrated Library System from the Dynix Corporation for the Hampton Public Library.  This system was also upgraded through the Dynix Corporation in 2004.  The Dynix Corporation has automated the library card catalog and is used to order and acquire, receive and invoice, catalog, circulate, track and shelve materials.  Patrons use the integrated library system to locate books, videos, audio recordings and other materials owned or licensed by a library.  In 2005, Sirsi Corporation and Dynix Corporation merged and became SirsiDynix.  SirsiDynix, previously Dynix Corporation, is the only source that provides software updates and software maintenance to the library's integrated library system. 

 

Impact:

 

SirsiDynix provides integrated library system software and maintenance which serves various integral library functions:  cataloging, circulation, acquisitions, reserves, outreach, etc.  Termination of this service would stop all of the above mentioned services which in turn would basically cripple the library from functioning.

Body

                     WHEREAS, Hampton City Council previously approved authorization for the City Manager or designee to execute a contract between the City and Dynix Corporation to purchase the Dynix Horizon Integrated Library System and software updates and maintenance;

 

                     WHEREAS, the Dynix Corporation and Sirsi Corporation merged in 2004 becoming SirsiDynix.  SirsiDynix is the exclusive provider of software updates and maintenance for the city's integrated library; and

 

                     WHEREAS, the price at which SirsiDynix has offered the annual system software upgrades and maintenance has been determined to be fair and reasonable.

 

                     NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia as follows:

 

                     1.                     That the contract for procuring goods and services described above may be negotiated and awarded to SirsiDynix as a “sole source” without competitive sealed bidding or competitive negotiation as set forth in Virginia Code Section 2.2-4303.E;

 

                     2.                     That the City Manager or his authorized designee is hereby authorized to negotiate and execute a purchase contract with SirsiDynix; and

 

                     3.                     That the notice awarding the contract to SirsiDynix shall be posted in a public place pursuant to Virginia Code Section 2.2-4303.E.
