Resolution to Amend the Fiscal Year 2020 Council Approved Budget and Accept and Appropriate the 2019 Rescue Squad Assistant Fund Grant ("RSAF Grant") Awarded by the Virginia Office of Emergency Medical Services to the City of Hampton, Virginia

 

Purpose

BACKGROUND

The Commonwealth of Virginia created the Virginia Rescue Squad Assistance Fund (RSAF) for the purpose of providing financial assistance to emergency medical services organizations in the Commonwealth by providing the requisite training for emergency medical services personnel and for purchasing equipment needed by such organizations. Funds shall only be used for the specific items, services, or programs for which they are awarded and in accordance with any conditions placed on the grant award.

 

The HDFR EMS Branch is seeking to purchase (through the Virginia Office of EMS--Rescue Squad Assistance Fund [RSAF] or E-gift) a set of fourteen (14) AirTraq video laryngoscopes. The HDFR currently has a supply of 10 video laryngosopes which were purchased in 2010. The projected lifespan of a laryngoscope is 8-years. HDFR had three (3) complete failures in the past 2-years which required very expensive replacement components and one was not repairable. The warranty on the original purchase was 2-years. The current type (KingVision) does not have a pediatric component or video capability. Video Laryngoscopy has become the standard of care for many EMS agencies, especially when a difficult airway is anticipated/encountered. HDFR is seeking to purchase the AirTraq Video laryngoscopes due to durability, video capability and pediatric components.

 

The total cost of the purchase will be $17,780.56. The RSAF Grant is a 50/50 grant, therefore, RSAF will give $8,890.28 and the match of $8,890.28 will come from HDFR's current FY20 budget.  This grant has successfully gone through the Grant Proposal Overview and Grant Routing.

Impact:

This grant will help support placing new and improved technology in the hands of our medics which will make them more efficient. Efficiency will go far in caring for our citizens, visitors of the City of Hampton and those citizens of neighboring jurisdictions with whom we have a mutual aid contract.

 

The required cash match of $8,890.28 will come from HDFR's current FY20 budget.

                     WHEREAS, the Virginia Department of Health, Office of Emergency Medical Services has awarded the City of Hampton, Virginia ("City") an FY19 Rescue Squad Assistance Fund Grant ("RSAF Grant") in the amount of $8,890.28 state funding;

 

                     WHEREAS, the RSAF Grant award requires a cash match of $8,890.28 ("RSAF Grant Match");

 

                     WHEREAS, the combined funds of the RSAF Grant and the RSAF Grant Match, which total $17,780.56, will be used by the City of Hampton, Virginia--Division of Fire & Rescue (HDFR) to purchase fourteen (14) AirTraq laryngoscopes; and

 

                     WHEREAS, the grant award covers the period from July 1, 2019 through June 30, 2020.

 

                      NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2020 Council Approved Budget to accept and appropriate the RSAF Grant in the amount of $8,890.28, and any supplemental funding, to the Grant Fund; and (2) and the transfer of $8,890.28 from HDFR's current FY20 budget to the Grant Fund for the purpose of funding fourteen (14) AirTraq laryngoscopes.

 

                     BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager, or her designee, to take any and all necessary actions to implement this grant award.
