Title

Resolution to Amend the Fiscal Year 2020 Council Approved Budget and Accept and Appropriate the FY20 Fire Programs Funds Appropriated by the Commonwealth of Virginia, Department of Fire Programs to the City of Hampton, Virginia

 

Purpose

PURPOSE/BACKGROUND:

The Virginia Fire Programs Fund is derived from one percent of fire-related insurance coverage. Approximately 75 percent of the total fund goes directly to counties, cities and incorporated towns within the Commonwealth as Aid to Localities (ATL) funds. ATL funds provide those Virginia cities, towns and counties with funds to pay for training, construction of training centers, firefighting equipment, protective clothing and other approved purchases. Allocations are population based.ATL funds must be used solely for the purpose of training volunteer or career firefighting personnel; funding fire prevention and public safety education programs; constructing, improving and expanding regional or local fire service training facilities; purchasing emergency medical care and equipment for fire personnel; payment of personnel costs related to fire and medical training for fire personnel; or for purchasing personal protective equipment, vehicles, equipment and supplies for use in the receiving locality specifically for fire service purposes. The City must report annually to the Commonwealth on the use of the funds allocated to it for the previous year and shall provide a completed Fire Programs Fund Disbursement Agreement form.

 

The Fire Programs Funds are not a grant and require no locality match. The funds are not required to be used within an allotted time period and may roll over from year to year if necessary. These funds help the Division of Fire & Rescue to serve all citizens of and visitors to the City of Hampton.

Impact:

This allocation of funds will help support the needs of the City of Hampton--Division of Fire & Rescue. The allocation is for $500,738 and there is no match required.

Body

 

                     WHEREAS, the Commonwealth of Virginia, Department of Fire Programs has allocated the City of Hampton, Virginia ("City") the FY20 Fire Programs Funds ("Fire Programs Funds") in the amount of $500,738 in state funding;

 

                     WHEREAS, the Fire Programs Funds allocation require no local match;

 

                     WHEREAS, the Fire Programs Funds which total $500,738 will be used by the Hampton Division of Fire & Rescue to support its needs; and

 

                     WHEREAS, there is no allotted time period for use.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2020 Council Approved Budget to accept and appropriate the Fire Programs Funds in the amount of $500,738, and any supplemental funding, to the FY20 Fire Programs Funds for the purpose of supporting the needs of the Hampton Division of Fire & Rescue.

 

                     BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager, or her designee, to take any and all actions necessary to implement the allocation of funds.
