Resolution to Amend the Fiscal Year 2020 Council Approved Budget and Accept and Appropriate a Community Economic Adjustment Assistance for Compatible Use and Joint Land Use Studies Grant Awarded through the U. S. Department of Defense Office of Economic Adjustment
Purpose
PURPOSE/BACKGROUND:
The U. S. Department of Defense Office of Economic Adjustment has awarded the City of Hampton a Community Economic Adjustment Assistance for Compatible Use and Joint Land Use Studies Grant in the amount of $343,800, with a required local match of $38,200, to conduct an Alternatives of Analysis study. This grant is related to the relocation of the Langley Air Force Base West Gate on North Armistead Avenue, as well as, the potential closure of part of the road inside the flight approach path commonly referred to as the "clear zone." The City of Hampton has conducted two joint land use studies with Langley Air Force Base. The first study primarily focused on compatible land use and encroachment. The second study primarily focused on resiliency of the installation and the "edges" where the City of Hampton connects to Langley Air Force Base. Two major items to increase resiliency were recommended for further study: relocation of the West Gate and closure of a section of road inside the clear zone.
Discussion:
This study will examine an initial set of six (6) possible options for solution and recommend three (3) for consideration by City Council and the Langley Air Force Base Commander. The study, which is expected to begin the first week of September 2019 and conclude in December 2020, is a major priority for Langley Air Force Base as it will significantly enhance resiliency for the installation. Enhanced resiliency will allow for the continued growth of jobs and missions such as the additional F-22 training unit that is expected to begin operations in June 2021. The study will involve numerous stakeholders in the surrounding communities as well as NASA Langley.
Impact:
The $343,800 federal grant award requires a local match from the City of Hampton in the amount of $38,200, funded with unused capital funds from previous fiscal years.

WHEREAS, the U. S. Department of Defense Office of Economic Adjustment has awarded a Community Economic Adjustment Assistance for Compatible Use and Joint Land Use Studies Grant to the City of Hampton in the amount of $343,800 in federal funds;
WHEREAS, the City of Hampton's required local match, in the amount of $38,200, will be funded with unused capital funds from previous fiscal years and reflected in the FY19 Fourth Quarter Budget Adjustments for Council Action;
WHEREAS, the grant award covers the period September 1, 2019 through December 31, 2020;
WHEREAS, the City of Hampton is the sponsoring jurisdiction and, in conjunction with the U. S. Department of Defense Office of Economic Adjustment, will conduct a multi-jurisdictional study related to the proposed relocation of the North Armistead Avenue West Gate and a potential road closure/re-alignment for Langley Air Force Base;
WHEREAS, the City of Hampton recognizes the importance of maintaining the mission capability of Langley Air Force Base through enhanced resiliency of the installation and the City of Hampton thereby protecting Langley Air Force Base from adverse events impacting mission performance; and
WHEREAS, such studies will help identify possible resiliency opportunities to better protect the health, safety and welfare of surrounding communities as well as the civilian and military community at Langley Air Force Base.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends the Fiscal Year 2020 Council Approved Budget to accept and appropriate the Community Economic Adjustment Assistance for Compatible Use and Joint Land Use Studies Grant awarded through the U. S. Department of Defense Office of Economic Adjustment in the amount of $343,800, and any supplemental funding, and the required local match, in the amount of $38,200, funded with unused capital funds from previous fiscal year (20-420-C467) to the Grant Fund.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
