Resolution Determining Johns Hopkins University to be the Only Source Practicably Available to Provide a Violent Crime Review for the Hampton Police Division and Authorizing the Negotiation and Execution of a Professional Services Contract with Johns Hopkins University as "Sole Source"
Purpose
PURPOSE/BACKGROUND:
The Hampton Police Division intends to contract with Johns Hopkins University to conduct a violent crime review ("VCR") in the City of Hampton. A VCR is a public health and public safety endeavor with the goal of collecting, analyzing, and interpreting data on violent crime to develop recommendations to reduce violence in the City. The VCR will be modeled after the successful Homicide Review Commission in Milwaukee. The scope of the VCR will extend beyond homicides, however, to include other violent gun crimes such as non-fatal shootings and armed robberies. The VCR will include both a criminal justice and community review panel.
Discussion:
Johns Hopkins University is uniquely qualified to provide this service for several reasons. First, Johns Hopkins staff has provided similar research for the City of Baltimore. Furthermore, the research team of Johns Hopkins University is the only one currently partnered with the Virginia Action Network ("VAN"), whose work is recognized in the area of evidence based research regarding gun violence. The VAN will assist the Hampton Police Division in developing community partners for this project. The research team at Johns Hopkins University has also conducted research with an alternative school similar to Hampton's Bridgeport Academy. They already have evidence based recommendations regarding violence reduction and alternative schools. The model that will be used was developed with the assitance from researchers form Johns Hopkins based on Hampton's violent crime offenders and available wrap around services. The Hampton Commonwealth Attorney will also be a partner in this project. The cost of the VCR will be $49,181.00.

Approve Johns Hopkins University as the sole source practicably available to provide a violent crime review for the Hampton Police Division.
Body
WHEREAS, Hampton City Council recognizes the public interest in providing the Hampton Police Division the most efficient means reasonably available and affordable to understand and combat crime trends in the City;
WHEREAS, Johns Hopkins University is uniquely suited to assist the Hampton Police Division with a violent crime review; and
WHEREAS, the price at which Johns Hopkins University has offered the violent crime review has been determined to be fair and reasonable.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia as follows:
1. That the professional service agreement described above may be negotiated and awarded to Johns Hopkins University as a “sole source” without competitive sealed bidding or competitive negotiation as set forth in Virginia Code Section 2.2-4303.E;
2. That the City Manager or his authorized designee is hereby authorized to negotiate and execute a professional service agreement with Johns Hopkins University; and
3. That the notice awarding the contract to Johns Hopkins University shall be posted in a public place pursuant to Virginia Code Section 2.2-4303.E.
