Ordinance Suspending Payment of Certain Fees Associated with Permits Required to Repair or Replace Structures Damaged By Hurricane Dorian

Purpose
Background Statement:
This ordinance would temporarily suspend the requirement for payment of fees for all permits, including building, zoning, and other permits required to repair or replace structures and other improvements damaged by Hurricane Dorian for 180 days from the declaration of local emergency (September 3, 2019 at 1:00PM).

Body
Whereas, the Hampton City Manager/Director of Emergency Management has issued a Declaration of Local Emergency effective September 3, 2019 at 1:00PM EST due to the expected amount of rain, wind, and flooding anticipated by the storm referred to as Hurricane Dorian;

WHEREAS, said rain, wind, and flooding is anticipated to cause property damage and the City desires to provide an efficient method for property owners to repair and/or replace structures damaged by Hurricane Dorian, which will likely require review and issuance of building, zoning, and other permits in accordance with the Hampton City Code; and

WHEREAS, accordingly, the City Council desires to waive the fees associated with permit issuance and inspections for Hurricane Dorian-related repair and replacement work.

NOW THEREFORE, BE IT ORDAINED by the Council of the City of Hampton, Virginia, that:

1. The City Manager is authorized and directed to suspend the requirement for the payment of fees for all such permits required to repair or replace structures and other improvements damaged by Hurricane Dorian until such time as further action is taken by this City Council, but in no event longer than 180 days after the Declaration of Local Emergency effective September 3, 2019 at 1:00PM unless such time is extended by City Council.
