Resolution Determining that Teleflex be the Only Source Practicably Available From Which to Procure the AirTraq Optical Laryngoscope product line and Authorizing the Negotiation and Execution of a Purchase Contract with Teleflex as the "Sole Source"

Purpose

PURPOSE/BACKGROUND:

Hampton Division of Fire & Rescue (HDFR) was approved for a Fiscal Year 2020 Rescue Squad Assistance Fund (RSAF) grant in the amount of $8,890.28. The City of Hampton Division of Fire & Rescue will contribute a match in the amount of $8,890.28 (50% of the grant contribution). The HDFR Emergency Medical Services (EMS) Branch is seeking to purchase (through the VA Office of EMS Rescue Squad Assistance Fund (RSAF) a set of 14 video laryngoscopes. The HDFR currently has a supply of 10 video laryngoscopes (trademarked as KingVision) which were purchased in 2010. The projected useful product life of the KingVision is 8 years, which was last calendar year (2018). The KingVision laryngoscopes are beginning to fail within the past 2 years which have required very expensive replacement components and one was not repairable. The warranty for the KingVision laryngoscopes expired in 2012. Most importantly the KingVision version that we currently possess does not have a pediatric component or video capability. Video Laryngoscopy (VL) has become the standard of care for many EMS agencies, especially when a difficult airway is anticipated/encountered. The HDFR is seeking this VL product due to its durability in the EMS community, video capability and pediatric components.

Impact:

The action requested relates to Council policy initiatives as in Public Safety. Hampton Division of Fire & Rescue will provide excellent service to the citizens of Hampton, their guests, visitors and surrounding jurisdictions by keeping their personnel fit and protected.
