Resolution to Amend the Fiscal Year 2020 Council Approved Budget and Accept and Appropriate the Federal Fiscal Year 2020 Department of Motor Vehicle ("DMV") Highway Safety Grant (Selective Enforcement - Speed) Through the Commonwealth of Virginia, Department of Motor Vehicles

 

Purpose

PURPOSE/BACKGROUND:

The Virginia Department of Motor Vehicles has awarded the City of Hampton Police Division ("HPD") pass-through funding from the National Highway Safety Administration for Federal Fiscal Year (FFY) 2020 in the total project amount of $65,655.00 with $43,770.00 in federal funds. The grant funds are for officer overtime relating to selective enforcement (speed) and for two (2) officers to attend highway safety related training.

 

Discussion:

 

The total funding for this grant project is $65,655.00 with $43,770.00 in federal funds and $21,885.00 in matching, in-kind funds. In-kind funding will be provided by HPD as fuel and vehicle maintenance costs incurred during/because of enforcement activities. HPD will utilize the federal funding to hire overtime sworn personnel to specifically address traffic safety issues related to speed violations, with the remaining federal funds used to send to two officers to highway safety related training. The overall goal of this grant funding is to reduce speed-related serious injury crashes within the City of Hampton ("City"). Enforcement efforts will focus on days and times identified by the Department of Motor Vehicles' Virginia Highway Safety Office's Crash Statistics Report. The period of performance for this grant is from October 1, 2019 through September 30, 2020.

 

Previously, the City has been awarded federal funding through this grant program on a yearly basis, with the award amounts varying year by year.

 

The period of performance for the FFY20 Highway Safety Grant begins October 1, 2019 and the DMV requires a minimum of 21 business days to review the completed, executed agreement by the City's Authorized Approving Official. In order to meet this award requirement, the agreement was entered into in advance of the next available Council Meeting, scheduled for September 25th. This timeframe would not have allowed sufficient time to return the agreement to the DMV for review and acceptance in advance of the opening of the award. The City's grant routing procedure was followed and approvals were received from Budget, Finance, and the City Attorney's Office in advance of the City Manager's signature.

 

Impact:

 

The FFY20 DMV Highway Safety Grant for select enforcement activities related to speed will provide considerable safety measures for the citizens of Hampton through added patrol and enforcement activities. Historically, the City has provided an in-kind match for this grant. For FY20, the City has been awarded $43,770.00 in grant funds. The City is required to provide an in-kind match of $21,885.00. This match will cover the cost of fuel and maintenance that result due to grant enforcement activities and is budgeted through the Police Operating Budget. The total grant award is $65,655.00. The incurred cost to the City will be minimal as a majority of the project is funded through the grant.

It is the recommendation of the Hampton Police Division that the City Council of the City of Hampton approves and appropriates the FFY20 DMV Highway Safety Grant (Selective Enforcement-Speed) for the implementation of this grant award.

 

Body

WHEREAS, the City of Hampton has been awarded the FFY20 DMV Highway Safety Grant in the amount of $43,770.00 in federal funds;

 

WHEREAS, the FFY20 DMV Highway Safety Grant requires an in-kind match of $21,885.00 (DMV Grant Match);

 

WHEREAS, the combined funds of the FFY20 DMV Highways Safety Grant and the DMV Grant Match, which total $65,655.00, will be used by the Hampton Police Division to fund officer overtime relating to selective enforcement (speed) and for 2 officers to attend highway safety related training; and

 

WHEREAS, the grant award covers the period 10/01/2019-09/30/2020.

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton hereby amends its Fiscal Year 2020 Council Approved Budget to accept and appropriates the FFY2020 DMV Highway Safety Grant (Selective Enforcement - Speed) in the amount of $43,770.00, and any supplemental funding, as awarded/made by the Commonwealth of Virginia, Department of Motor Vehicles to the Grant Fund for use in accordance with the grant agreement;

 

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her designee to take the necessary steps to implement this grant award.
