Title

Resolution to Request the Virginia Department of Transportation Program Six State of Good Repair Projects into its Six-Year Improvement Plan, to Amend the City Manager's Council Approved FY20 Capital Budget to Incorporate the Projects, to Appropriate $1,000,000 VDOT State of Good Repair Funds Required for the Projects, and to Authorize the City Manager or Her Designee to Execute any Necessary Agreements.

 

Purpose

PURPOSE/BACKGROUND:

The Commonwealth Transportation Board approved, by Resolution, on May 16, 2018 the State of Good Repair district funding distribution percentages for fiscal years 2019 and 2020. Pursuant to Code of Virginia § 33.2-369, as amended, titled State of Good Repair, the Virginia Department of Transportation (VDOT) provides funding for reconstruction and replacement of structurally deficient state and locally owned bridges and rehabilitation of pavement including municipality maintained primary extensions. The City applied and was approved for State of Good Repair funding, and a total of $1,000,000 was allocated for six projects. The City was notified that funding would be received in July 2019 for the following projects and in the following amounts: Armistead Avenue Repaving Project - Newmarket Creek to I-64 Overpass ($76,000), Mercury Boulevard Repaving Project - Kilgore Avenue to Build America Drive ($133,000), North Armistead Avenue Repaving Project - Settlers Landing Road to Lincoln Street ($103,000), Fox Hill Road Repaving Project - Lake Philips Drive to Lemaster Avenue ($399,000), Magruder Boulevard Repaving Project - York County Line to Commander Shepard Boulevard ($91,000) and Kecoughtan Road Repaving Project - Cottonwood Avenue to Robinson Road ($198,000). These projects will enhance transportation within the City of Hampton. Once the allocations are accepted by the City, they are available immediately. VDOT has already assigned project numbers in anticipation of the City's approval of this request.

 

Discussion:

 

These projects will be fully funded with state funds, to be paid on reimbursement basis to the City following the expenditure of City funds. This resolution requests VDOT to program $1,000,000 for the City’s projects into its Six-Year Improvement Plan, to amend the City Manager's Council Approved FY20 Capital Budget to incorporate the six Projects, and to appropriate $1,000,000 in VDOT State of Good Repair Funds in the Capital Project Fund for the Projects, and to authorize the City Manager or her designee to execute the project agreements and other project-related documents as needed.

The projects will enhance transportation within the City.

                     WHEREAS, in accordance with the Virginia Department of Transportation (“VDOT”) project funding allocation procedures, the City Council, by resolution, must request VDOT to program highway projects in the City of Hampton;

 

                     WHEREAS, state funds have previously been allocated for that effort at 100% of cost and are available for disbursement to the City;

 

                     WHEREAS, VDOT has indicated it is prepared to program $1,000,000 of State of Good Repair funds to be used by the City for repaving projects and has assigned UPC numbers to those projects.  The projects being specifically identified as the following and for the following amounts: Armistead Repaving Project, UPC 115361 ($76,000); Mercury Boulevard Repaving Project, UPC 115363 ($133,000); North Armistead Avenue Repaving Project, UPC 115365 ($103,000); Fox Hill Road Repaving Project, UPC 115366 ($399,000); Magruder Boulevard Repaving Project, UPC 115419 ($91,000); and Kecoughtan Road Repaving Project, UPC 115420 ($198,000), (herein referred to as the "Projects");

 

                     WHEREAS, project administration agreements with VDOT are necessary for securing VDOT commitment on those funds for the Projects; and

 

                     WHEREAS, the Projects were not previously included in the Capital Budget of the City Manager's, City Council approved budget for fiscal year 2020 ("FY20 Capital Budget").

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA that for the purposes of the Projects:

 

                                          1. That the Virginia Department of Transportation is requested to program $1,000,000 of State of Good Repair funds into the Six-Year Improvement Plan for the City;

 

                                          2. That the FY20 Capital Budget is hereby amended to include the Projects;

 

                                          3. That the total sum of $1,000,000 shall be appropriated to the Capital Projects Fund for the following Projects:

 

                                                               Armistead Avenue Repaving Project, UPC 115361 ($76,000)

                                                               Mercury Boulevard Repaving Project, UPC 115363 ($133,000)

                                                               North Armistead Avenue Repaving Project, UPC 115365 ($103,000)

                                                               Fox Hill Road Repaving Project, UPC 115366 ($399,000)

                                                               Magruder Boulevard Repaving Project, UPC 115419 ($91,000)

                                                               Kecoughtan Road Repaving Project, UPC 115420 ($198,000); and

 

                                          4. That the City Manager or her authorized designee is hereby authorized to execute and deliver any and all documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney.
