Resolution to Endorse a Certain Transportation Alternatives Set Aside Program for the Old Buckroe Road Pedestrian Improvements Capital Project and North Mallory Street Bike and Pedestrian Improvements Capital Project

Purpose
PURPOSE/BACKGROUND:
The City of Hampton has identified two (2) projects that potentially qualify for VDOT’s consideration under the Transportation Alternatives Set-Aside program. This program funds projects on a 20% Minimum Local Match and 80% Maximum Federal share basis but we are requesting a 21% Local and 79% Federal share to help the project application score of the project. The two (2) projects are:

1. Old Buckroe Road Pedestrian Improvements: This project will provide pedestrian improvements along Old Buckroe Road from Pembroke Avenue to Fox Hill Road for a total distance of 1.4 miles to include sidewalks, crosswalks, ADA compliant ramps, pedestrian crossing signals & lighting.

2. North Mallory Street Bike & Pedestrian Improvements: This project is the reconstruction of Mallory Street from Mercury Boulevard to Shelton Street and will be a Road Diet to reduce the travel lanes from four (4) to two (2), add a two-way left-turn center lane and buffered bike lane in both directions, and ADA amenities to include lighting, pedestrian signal(s), sidewalks, and ramps as needed within the existing Right-of-Way (ROW) for a total distance of 1.0 miles. This project was identified in the City’s Bike Walk Hampton study, adopted by City Council on December 14, 2016. See attached preliminary concept profile.

In accordance with Commonwealth Transportation Board construction allocation procedures, the City Council must endorse a request in order for that Board to establish such programs, which endorsement is also required for the Virginia Department of Transportation to program those projects into its Six-Year Improvement Plan.
