Resolution of Endorsement, Request for $2,900,000 from the Virginia Department of Transportation’s FY21-22 Revenue Sharing Program and Authorization for the City Manager to Execute Necessary Agreements for the Grant Street Extension Project

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton has identified a new candidate project for VDOT’s Revenue Sharing program, which is funded on a 50% state and 50% local share basis. The Grant Street Extension project would extend the existing Grant Circle, off Lincoln Street in Olde Hampton, to the east from McAllister Street approximately 0.25 miles to the curb cut at Armistead Avenue, and includes a connection of North Stewart Street, the extension of Condor Street from Lincoln Street to the Grant Street extension, as well as three (3) additional side street connections from W. Queen Street and Lincoln Street to the Grant Street extension.  See attached for the Grant Street Park Development Preliminary Concept Plan.

 

Discussion:

 

The total estimated project cost is $5,800,000. The improvements support a partnership with the Peninsula Community Foundation.

 

Impact:

 

The Revenue Sharing Program has a local match requirement equal to any state funds awarded. City funding for match to the state funds has partially been identified in the City’s upcoming FY21 Capital Improvement Plan with the remaining balance to be requested in FY22.

                     WHEREAS, the City of Hampton desires to submit an application to the Virginia Department of Transportation’s (VDOT's) fiscal years 2021 and 2022 Revenue Sharing Program for an allocation of $2,900,000 to fund the Grant Street Extension Project, from Grant Circle to Armistead Avenue (the "Application");

 

                     WHEREAS, the City staff recommends the City Council support that Application; and

 

                     WHEREAS, if supported, City of Hampton is required to commit to future funding of these projects equal to or in excess of any VDOT revenue sharing funds received.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA,  that it hereby:

 

          A.  Supports the Application and authorizes the City Manager to submit the Grant Street Extension Project for consideration by VDOT through its Revenue Sharing Program for fiscal years 2021 and 2022 (estimated local share: $2,900,000; estimated state share $2,900,000; total $5,800,000);

 

                     B.   Agrees to fund its local share of preliminary engineering, right-of-way and construction, as applicable, of the Grant Street Extension Project once under agreement with the Virginia Department of Transportation in accordance with the project financial document(s);

 

          C. Agrees that if the Grant Street Extension Project is cancelled, to reimburse VDOT for the total amount of costs expended by VDOT through the date VDOT is notified of such cancellation, and to repay any funds previously reimbursed that are later deemed ineligible by VDOT; and   

 

                     D.  Grants authority for the City Manager, or authorized designee, to execute all agreements and/or addendums for this project, if approved for the Revenue Sharing program, subject to approval by the City Attorney.
