Purpose

PURPOSE/BACKGROUND:

The City Attorney, Office of Youth and Young Adult Opportunities, Emergency Management, and the Convention and Visitor Bureau ended Fiscal Year 2019 with ongoing projects, for which all or a portion of the funds then appropriated were (re)deposited to the General Fund balance during the year end closing process, as follows:

City Attorney: $15,674.89 from Committed Fund Balance for judicial tax sales.

Office of Youth and Young Adult Opportunities: The Hampton City Schools' balance of $7,317.49 from Restricted Fund Balance for youth and young adult programs.

Emergency Management: $39,897.66 from Committed Fund Balance for Home Elevation Grants and $3,035.96 for Surry Disaster Preparedness Funds.

Convention and Visitor Bureau: $86,011.62 from Assigned Fund Balance for the 2019 Commemorative Commission.

The action before requests that those funds be appropriated for use in the current fiscal year.

                                           WHEREAS, several City departments ended Fiscal Year 2019 with funding then budgeted for ongoing projects and it is in the best interest of the City that those departments be permitted to continue to use those remaining funds in Fiscal Year 2020;

                                          WHEREAS, $15,674.89 is available to be appropriated from Committed Fund Balance to the City Attorney for attorney fees from previously completed judicial tax sales;
