Resolution to Amend the FY 2020 Council Approved Budget and Accept and Appropriate the 2019 State Homeland Security Program Grant through the Virginia Department of Emergency Management for the Cities of Hampton & Poquoson's Regional Shelter Trailers

Purpose
PURPOSE/BACKGROUND:
This grant was awarded to the City of Hampton to go towards supporting the City of Hampton’s and the City of Poquoson’s shelter programs should an evacuation be required due to a disaster.

Discussion:
The City of Hampton has been awarded a 2019 State Homeland Security Program Grant (SHSP). The grant award is for $57,500.00 with no local match required for a total of $57,500.00 for the grant.This is a joint grant that supports Hampton’s and Poquoson’s shelter programs. Hampton is the fidicuiary for these funds which will be used to further develop our shelter capabilities for both localities, using economies of scales to purchase shelter trailers and supplies. This grant also allows for shelter planning, training and exercising of staff and volunteers for both cities .

Impact:

This grant will allow the OEM to continue to support, sustain and expand both the City of Hampton and the City of Poquoson’s capability to provide shelters during emergencies. Proactive planning will better prepare the City to respond and recover from a natural disaster.

WHEREAS, the Virginia Department of Emergency Management has awarded a 2019 State Homeland Security Grant to the City of Hampton as fiduciary to further develop shelter capabilities for both Hampton and the City of Poquoson;

WHEREAS, the grant award is in the amount of $57,500.00 with no local match required for a total grant amount of $57,500.00 ; and

WHEREAS, the grant award covers the period October 1, 2019 through June 30, 2021.
