Closed session pursuant to Virginia Code Sections 2.2-3711.A .1, .3, .5, and .8 to discuss appointments as listed on the agenda; to discuss or consider the acquisition of real property for a public purpose in the area of Phoebus; to discuss a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community; and for consultation with legal counsel employed or retained by a public body regarding specific legal matters concerning the award of a public contract involving the expenditure of public funds and deed restrictions requiring the provision of legal advice by such counsel.
