Resolution Authorizing the Transfer from the City of Hampton to the Hampton Redevelopment and Housing Authority of Property Identified as LRSN 13002652 (Freeman Drive) Containing an Approximate Total of 0.9402 ± Acres (40,955 Sq. Ft.)
Purpose
PURPOSE/BACKGROUND:
The City owns a certain parcel of land currently consisting of 0.9402 ± Acres (40,955 Sq. Ft.), being identified as LRSN 13002652, which is unaddressed, and along Freeman Drive (the “Property”). The City Council has designated the Hampton Redevelopment and Housing Authority (“HRHA”) as the agency to implement the City's Community Plan as it relates to residential development and redevelopment with a residential component. HRHA owns property adjacent to this Property. Transferring the Property to the HRHA is consistent with this policy and will allow the City to establish an easement for drainage to support an adjacent multifamily development identified as LRSN 13004332 (H2O, LLC).

WHEREAS, the City of Hampton (“City”) owns a certain parcel of land currently consisting of 0.9402 ± Acres (40,955 Sq. Ft.), being identified as LRSN 13002652, which is unaddressed, and along Freeman Drive (the "Property”);
WHEREAS, the City Council has designated the Hampton Redevelopment and Housing Authority (“HRHA”) as the agency to implement the City’s Community Plan as it relates to residential development and redevelopment with a residential component;
WHEREAS, the City accordingly desires to transfer title to the Property to the HRHA for redevelopment in accordance with the City’s Community Plan and to establish all such necessary easements through that transfer; and
WHEREAS, a public hearing has been conducted in accordance with Section 15.2-1800 et seq. of the Code of Virginia.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Hampton, Virginia, as follows:
1. That it approves the transfer to the HRHA of the Property.
2. That the City Manager or her authorized designee and the Clerk be and are authorized to execute and deliver to the HRHA any and all necessary legal documents, in a form deemed satisfactory to the City Attorney, to effectuate the transfer; such documents shall include, but not be limited to, contracts, deeds, releases for sale, transfer, and conveyance of the Property described above.
