Ordinance to Amend and Reenact the City Code of the City of Hampton, Virginia by Amending Chapter 21, Motor Vehicles and Traffic, Article IV Entitled, “Operation of Vehicles - Generally” Creating a Prohibition From Blocking Intersections

 

 

Purpose

PURPOSE/BACKGROUND:

As part of the strategy to counteract increased traffic congestion in Phoebus and Downtown Hampton relating to backups at the Hampton Roads Bridge Tunnel (HRBT), with even more congestion expected once the HRBT construction begins, Public Works has placed “Don’t Block the Box” signs at certain intersections in those areas.  The Hampton Police Division has requested an ordinance prohibiting blocking an intersection.  This will assist them with enforcement of the new signage.

Adopt the amendment.

BE IT ORDAINED by the City Council of the City of Hampton, Virginia, that Section 21-114 of Article IV, Chapter 21 of the City Code of the City of Hampton, Virginia be adopted to read as follows:

Sec. 21-114. - Blocking Intersections.

 

No operator of a vehicle shall enter an intersection or a marked crosswalk unless there is sufficient space beyond such intersection or crosswalk in the direction in which such vehicle is proceeding to accommodate the vehicle without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indication to proceed.
