Purpose
PURPOSE/BACKGROUND:
The Virginia Department of Emergency Management (VDEM) is the recipient of certain federal funds from the Department of Homeland Security Federal Emergency Management Agency Flood Mitigation Assistance (FMA) Grant Program. VDEM subsequently sub-awards those federal funds to Virginia localities through the FMA Grant Program. This grant allows the Office of Emergency Management to contract for elevation of a severe repetitive loss property in the City of Hampton to reduce the risk of flood loss to the elevated property and the National Flood Insurance Program. This supports the 2017 Hampton Roads Hazard Mitigation Plan Goal 1, Objective 1.1, to reduce damage to repetitively flooded properties.This grant is for $547,000 with no local match required.

Discussion:
The lowest finished floor will be elevated to provide protection from 1% annual flood level plus an additional three-foot freeboard requirement. The project will reduce claims to the National Flood Insurance Program and protect the health and safety of the residents while reducing demand on City public safety resources during disasters.

Impact:
This grant is for $547,000 with no local match required.
