Resolution of Endorsement of Fiscal Year 2026 Smart Scale Projects

 

 

Purpose

PURPOSE/BACKGROUND:

As Council was briefing during the afternoon work session, the City of Hampton (the “City”) has identified three projects that potentially qualify for Virginia Department of Transportation ("VDOT") consideration under the Smart Scale Program. This program funds projects on a 100% Federal and State share basis.  The three projects are:

 

1.                     Coliseum Drive Extension Phase B - Butler Farm Road to Neil Armstrong Parkway*

2.                     North Campus Parkway Bicycle & Pedestrian Improvements - Neil Armstrong Parkway* (at North Campus Parkway) to Neil Armstrong Parkway* (at Floyd Thompson Drive)

3.                     North King Street Corridor Improvements Segment 5 - Quash Street to Old Fox Hill Road;

 

*Effective July 1, 2021: Magruder Boulevard will officially be renamed Neil Armstrong Parkway (approved Resolution 20-0005)

 

Discussion:

 

The following proposed improvement projects are consistent with long-range goals of the City:

 

(1) Coliseum Drive Extension is consistent with the Coliseum Central Master Plan and will provide a 4-lane divided street and a shared-use path for bicycles and pedestrians that will connect the Coliseum Central area to Hampton Roads Center North Campus;

 

(2) North Campus Parkway Bicycle & Pedestrian Improvements will install a shared-use path along North Campus Parkway from Neil Armstrong Parkway* to Commander Shepard Boulevard. North of Commander Shepard Boulevard missing sections of sidewalk on North Campus Parkway and Floyd Thompson Boulevard will be installed to extend the pedestrian route to the Neil Armstrong Parkway*/Floyd Thompson Boulevard intersection. A connection from the North Campus Parkway shared use path to the Matteson Trail at the Hamptons Golf Course will also be installed to provide additional connectivity; and

 

(3) North King Street Corridor Improvements Segment 5 is consistent with the North King Street Master Plan and will install the last segment of a continuous shared-use path between Downtown and the Langley Air Force Base gate that will improve safety and provide access to the existing bus stops along the east side of North King Street.

 

 

Impact:

 

These projects are funded with 100% State and Federal funds.

                     WHEREAS, in accordance with the Commonwealth Transportation Board construction allocation procedures, the City of Hampton (the “City") must provide a resolution to the Virginia Department of Transportation (“VDOT”) to request VDOT to establish a Smart Scale project in the City;

 

                     WHEREAS, the City has identified three projects that potentially qualify for Virginia Department of Transportation ("VDOT") consideration under the Smart Scale Program:

 

                     1. Coliseum Drive Extension Phase B - Butler Farm Road to Neil Armstrong Parkway (also known as Magruder Boulevard);

                     2. North Campus Parkway Bicycle & Pedestrian Improvements - Neil Armstrong Parkway (at North Campus Parkway) to Neil Armstrong Parkway (at Floyd Thompson Drive);

                     3. North King Street Corridor Improvements Segment 5 - Quash Street to Old Fox Hill Road;

                     

                     WHEREAS, when these identified projects are estimated to commence, Magruder Boulevard will officially be renamed to Neil Armstrong Parkway, effective July 1, 2021, therefore Magruder Boulevard is being referred to as Neil Armstrong Parkway for the purposes of this Resolution; and

 

                     WHEREAS, this program funds projects on a 100% Federal and State share basis. 

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA:

 

                     A. That the City Council of Hampton hereby requests the Commonwealth Transportation Board to establish a Smart Scale project in the City to construct the following three projects:

 

                                          1. Coliseum Drive Extension Phase B - Butler Farm Road to Neil Armstrong Parkway (also known as Magruder Boulevard);

                                          2. North Campus Parkway Bicycle & Pedestrian Improvements - Neil Armstrong Parkway (at North Campus Parkway) to Neil Armstrong Parkway (at Floyd Thompson Drive); and

                                          3. North King Street Corridor Improvements Segment 5 - Quash Street to Old Fox Hill Road

 

                     B. That the City agrees to enter into a project administration agreement with VDOT for each project and provide the necessary oversight to ensure these projects are developed in accordance with all state and federal requirements for design, right of way acquisition, and construction of a federally funded transportation project;

 

                     C. That the City will be responsible for maintenance and operating costs of any facility constructed with Smart Scale funds unless other arrangements have been made with VDOT;

 

                     D. That the City understands that if the City subsequently elects to cancel any of these projects, the City must reimburse VDOT for the total amount of costs expended by VDOT through the date VDOT is notified of such cancellation;

 

                     E. That the City agrees to repay any funds previously reimbursed that are later deemed ineligible by the Federal Highway Administration; and

 

                     F. That the City Manager or her authorized designee is hereby authorized to execute and deliver any and all documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney.
