FY 2021 - 2025 Consolidated Plan

Purpose

Purpose:

The City of Hampton has completed a draft of its FY 2021 - 2025 Consolidated Plan and FY 2021 Annual Action Plan for Housing

and Community Development and is receiving comments and seeking City Council approval of the plan.

Discussion:

The FY 2021 - 2025 Consolidated Plan is a five-year, comprehensive planning document that discusses Hampton’s community development and housing needs, with particular emphasis on providing decent housing, creating suitable living environments, enhancing the City’s economic viability, and expanding economic opportunities for low and very low income persons. A public hearing is required prior to City Council's approval of the Consolidated Plan. Once the Consolidated Plan is approved by City Council, the final plan and all comments received will be submitted to HUD for review and approval.

The Consolidated Plan also includes the first year Annual Action Plan that details activities that will be undertaken to begin implementation of the five year plan. The Annual Action Plan provides a detailed overview of the planned utilization of funds received by the U.S. Department of Housing and Urban Development (HUD) for FY 2021. On May 13, 2020, City Council was briefed and approved the Annual Action Plan concurrent with their annual budget process.

Due to the closure of public buildings related to the COVID-19 pandemic response, the plan is available for public examination on the City of Hampton website or by request from the Community Development Department (by mail 22 Lincoln Street, Hampton, VA 23669 or by phone 757-727-6140). Council will be briefed on the plan during the June 10, 2020 work session.

Impact:

Public comment is sought on the Plan regarding the planned utilization of HUD funds to support housing improvements, neighborhood revitalization efforts, and the implementation of the Hampton Neighborhood Initiative and related Hampton Housing Venture. The...
