Resolution to Amend the Fiscal Year 2021 Council Approved Budget and Accept and Appropriate the 2020 Summer Food Service Program Grant for Children through the U.S. Department of Agriculture (USDA)

 

Purpose

PURPOSE/BACKGROUND:

The City has obtained USDA Summer Food Service Program funds since 1969 and annually serves qualifying youth ages 17 and under, and disabled adults aged 18. The objective of the USDA Summer Food Service Program is to ensure a nourishing meal during the summer months. The goal is to ensure that youth receive the same quality meal that is received during the school year that is provided through the National School Lunch Program. At least 50% of all participating youth must qualify for free or reduced meals through the National Summer Lunch Program.

 

 

Discussion:

 

The Department of Parks, Recreation and Leisure Services proposes to operate the Summer Food Service Program  for children throughout the City during the summer of 2020. It is anticipated that more than 2,500 children will participate in the program creating a significant amount of meals served. This year's program began April 1, 2020 and will end September 1, 2020. The direct cost for services for the Summer Food Service Program is 100% funded through the U.S. Department of Agriculture (USDA). The department will supplement the grant through coordination and indirect program costs.

 

 

Impact:

 

The USDA Summer Feeding Service Program is operated only during the summer months and is designed to service all youth that are eligible to participate according to the National School Lunch Program's standard that is maintained during the school year. At the completion of the Summer Feeding Service Program the National School Lunch Program and other organizations take on the responsibility of ensuring nourishing meals for youth in the community.

The recommendation is for approval of the USDA Summer Feeding Service Program.

 

Body

WHEREAS, the City of Hampton, Virginia has applied for the 2020 Summer Food Service Program Grant for youth with the U.S. Department of Agriculture for $272,753.44 in federal funds, with no local cash match required.

 

                     WHEREAS, participation in the Summer Food Service Program fluctuates and the final award amount may increase or decrease: and

                    

                     WHEREAS, the grant application covers the period between April 1, 2020 through September 1, 2020.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of Hampton, Virginia hereby amends its Fiscal Year 2021 Council Approved Budget to accept and appropriate the 2020 Summer Food Service Program Grant from the U.S. Department of Agriculture in the amount of $272,753.44, and any supplemental funding, to the Grant Fund in accordance with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
