Closed session pursuant to Virginia Code Sections 2.2-3711.A.1, .3, and .7 to discuss appointments as listed on the agenda as well as the performance of city departments; to discuss the disposition of real property in Phoebus and the Shell Road area, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City; and consultation with legal counsel in the matter of Ross A. Mugler, Commissioner of the Revenue for the City of Hampton v. Cellco Partnership d/b/a Verizon Wireless, where such briefing in an open meeting would adversely affect the negotiating or litigating posture of the public body.
