Resolution to Amend the Fiscal Year 2021 Council Approved Budget to Accept and Appropriate the Federal Emergency Management Agency (FEMA) FY 2020 Hazard Mitigation Grant Program Award through the Virginia Department of Emergency Management (VDEM) [FEMA-DR-4411-VA-009]

 

Purpose

PURPOSE/BACKGROUND:

The FY 2020 Hazard Mitigation Grant Program (HMGP) provides grant funds to help communities implement hazard mitigation measures following a Presidential Major Disaster Declaration. The key purpose of this grant program is to enact mitigation measures that reduce the risk of loss of life and property from future disasters. The City of Hampton (the "City") has been awarded funding through the Hazard Mitigation Grant Program in response to the application submitted under 2018 Tropical Storm Michael DR-4411.

 

The project goal is to purchase and install generators at two pump stations in the City with a budget of $154,875. Of the total budget, the Federal Emergency Management Agency (FEMA) will provide $118,000 (75%) in federal funding; the Virginia Department of Emergency Management (VDEM) will provide a state match of $29,500 (20%) and the remaining $7,375 (5%) required for local in-kind/cash match will be funded through Public Works Wastewater. The performance period for the grant ends on December 18, 2022.

 

Discussion:

In support of the City’s mitigation efforts to help reduce flooding impacts to our residents, the City applied for and was awarded a competitive FEMA Hazard Mitigation Grant in 2020. The project goal is to purchase and install generators at two pump stations in the City with a budget of $154,875. The City’s use of these funds to purchase and install generators at two pump stations will increase the reliability and safety for two of the City’s critical sewer pumping stations in the event of power outages to drastically reduce the possibility of sewer overflows. These two pump stations directly serve 1,154 residences.

 

Impact:

The City has been awarded $118,000 (75%) from the Federal Emergency Management Agency (FEMA) and $29,500 (20%) in funds as a state match from the Virginia Department of Emergency Management's (VDEM) FY 2020 Hazard Mitigation Grant Program. The required local match of $7,375 (5%) will be either in-kind or cash, or a combination of both to be facilitated from Public Works - Wastewater Management's operating budget for a total grant award of $154,875.

                      WHEREAS, the Federal Emergency Management Agency (FEMA) and the Virginia Department of Emergency Management (VDEM) have awarded the FY 2020 Hazard Mitigation Grant Program titled, "City of Hampton-2 Water Treatment Plant Generators" [FEMA-DR-4411-VA-009], to the City of Hampton in the amount of $118,000 provided by the Federal Emergency Management Agency and $29,500 provided by the Virginia Department of Emergency Management;

 

                     WHEREAS, the grant award requires a match of $7,375 which will be either in-kind or cash, or a combination of both to be facilitated from Public Works - Wastewater Management 's operating budget;

 

                     WHEREAS the combined funds of the FEMA and VDEM Grant award and the required local match total $154,875 and will be used by Public Works - Wastewater Management to purchase and install generators at two pump stations; and                     

 

                     WHEREAS, the grant covers the period of May 7, 2020 through December 18, 2022.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2021 Council Approved Budget to (1) accept and appropriate the FY 2020 Hazard Mitigation Grant award [FEMA-DR-4411-VA-009] in the amount of $147,500, and any supplemental funding, from the Federal Emergency Management Agency (FEMA) and the Virginia Department of Emergency Management (VDEM) to the Grant Fund; and (2) approve the required local match of $7,375 which will be either in-kind or cash, or a combination of both, to be facilitated from Public Works - Wastewater Management's operating budget for the purpose of funding the purchase and installation of generators at two pump stations in accordance with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
