Resolution to Amend the Fiscal Year 2021 Council Approved Budget to Accept and Appropriate the Federal Emergency Management Agency (FEMA) FY 2020 Hazard Mitigation Grant Program (HMGP) Award through the Virginia Department of Emergency Management (VDEM) [FEMA-DR-4401-VA-004]

 

Purpose

PURPOSE/BACKGROUND:

The FY 2020 Hazard Mitigation Grant Program (HMGP) provides grant funds to help communities implement hazard mitigation measures following a Presidential Major Disaster Declaration. The key purpose of this grant program is to enact mitigation measures that reduce the risk of loss of life and property from future disasters. The City of Hampton (the "City") has been awarded funding through the Hazard Mitigation Grant Program in response to the application submitted under 2018 Hurricane Florence DR-4401.

The project goal is to purchase and install generator quick connects at five pump stations in the City with a budget of $129,088. Of the total budget, the Federal Emergency Management Agency (FEMA) will provide $98,353 (75%) in federal funding; the Virginia Department of Emergency Management (VDEM) will provide a state match of $24,588 (20%) and the remaining $6,147 (5%) required local in-kind/cash match will be funded through Public Works - Wastewater Management as either an in-kind or cash match. The performance period for the grant ends on October 15, 2022.

 

Discussion:

In support of the City’s mitigation efforts to help reduce flooding impacts to our residents, the City applied for and was awarded a competitive FEMA FY 2020 Hazard Mitigation Grant. The project goal is to purchase and install generator quick connects at five pump stations in the City with a budget of $129,088. The City’s use of these funds to purchase and install generator quick connects at five pump stations will increase the reliability and safety for five of the City’s critical sewer pumping stations in the event of power outages to drastically reduce the possibility of sewer overflows. These quick connects are manual transfer switches installed in the pump stations to facilitate generator connection. These five pump stations directly serve approximately 5,267 residential connections, 94 commercial/medical connections and 19 heavy manufacturing connections. Five additional pump stations were identified in the grant award as substitution pump stations.

 

Impact:

The City has been awarded $98,353 (75%) in funds from the Federal Emergency Management Agency (FEMA) and $24,588 (20%) in funds as a state match from the Virginia Department of Emergency Management's (VDEM) FY 2020 Hazard Mitigation Grant Program. The required for local match of $6,147 (5%) will be either in-kind or cash, or a combination of both to be facilitated from Public Works - Wastewater Management's operating budget for a total grant award of $129,088.

                     WHEREAS, the Federal Emergency Management Agency (FEMA) and the Virginia Department of Emergency Management (VDEM) have awarded the FY 2020 Hazard Mitigation Grant Program titled, "City of Hampton-Generator Quick Connects 5% Initiative Project" [FEMA-DR-4401-VA-004], to the City of Hampton in the amount of $98,353 provided by the Federal Emergency Management Agency and $24,588 provided by the Virginia Department of Emergency Management;

 

                     WHEREAS the grant award requires a local match of $6,147 which will be either in-kind or cash, or a combination of both, to be facilitated from Public Works - Wastewater Management's operating budget; 

                    

                     WHEREAS the combined funds of the FEMA and VDEM Grant award and the required local match total $129,088 and will be used by Public Works - Wastewater Management to fund the purchase and installation of generator quick connects at five pump stations; and

 

                     WHEREAS, the grant covers the period of April 3, 2020 through October 15, 2022.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2021 Council Approved Budget to (1) accept and appropriate the FY 2020 Hazard Mitigation Grant award [FEMA-DR-4401-VA-004] in the amount of $122,941, and any supplemental funding, from the Federal Emergency Management Agency (FEMA) and the Virginia Department of Emergency Management (VDEM) to the Grant Fund; and, (2) approve the required local match of $6,147 which will be either in-kind or cash, or a combination of both, to be facilitated from Public Works - Wastewater Management's operating budget for the purpose of funding generator quick connections at five pump stations in accordance with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
