Purpose
PURPOSE/BACKGROUND:
The COVID-19 Emergency Funding Support provides state funds to support the Continuum of Care's (CoC) in an effort to maintain the operational and critical service delivery of the Continuum of Care (CoC) housing initiatives during the challenges of the Coronavirus Pandemic (COVID-19). The grant award will fund the regional body known as the Greater Virginia Peninsula Homelessness Consortium (GVPHC)/VA505, which serves the cities of Hampton, Newport News, Williamsburg and Poquoson and the counties of York and James City. This grant will help support the unforeseen operational expenses due to COVID-19.

Discussion:
The grant funds will help support the GVPHC region by providing funding to ensure service delivery can continue safely and in compliance with the State of Virginia health mandates. The funds will assist with personnel cost with two participating organizations, Williamsburg House of Mercy and Menchville House. As well as operational expenses throughout the GVPHC. The Hampton Department of Human Services - Social Services serves as the lead agency.

Impact:
The City has been awarded $75,000 in State grant funds with no local match required. This is the first year this grant has been awarded.

Recommendation:
Approve.
