 Resolution to Amend the Fiscal Year 2021 Council Approved Budget to Accept and Appropriate the 2021 Foster Grandparent Program Grant through the Corporation for National and Community Services

 

Purpose

PURPOSE/BACKGROUND:

The Corporation for National and Community Services ("CNCS") is an independent federal grant-making government agency whose mission is to improve lives; strengthen communities; and, foster civic participation through services and volunteers has awarded the Foster Grandparent Program Grant to the City of Hampton (the "City") Department of Human Services - Social Services. The CNCS through it's program, Senior Corps, America Corp, Volunteer Generational Fund ("VGF") and Social Innovation Fund ("SIF") has helped to engage millions of citizens in meeting community and national challenges through services and volunteer action. 

 

The Senior Corps incorporates the Foster Grandparent Program. The foster grandparents are role models, mentors and friends to children with exceptional needs. The program provides a way for volunteers 55 and over to stay active serving children and youth in their communities, where personal attention helps our young people mature, gain confidence and become full and productive members of society. The Foster Grandparent Program on the Peninsula has served the cities of Hampton, Newport News and Williamsburg as well as the counties of York and James City.  The Hampton Department of Human Services - Social Services was awarded the first Corporation for National and Community Services Grant in 1972 and has been a recipient in each subsequent year.

 

Discussion:

This grant award will help support the continuation of the Foster Grandparent Program on the Peninsula to ensure one hundred five (105) foster grandparents will be available to provide services in child development centers, Head Start, pre-K Centers, Kindergartens and Title 1 Elementary Schools. The grant supports the salary and fringe benefits cost of two (2) permanent full-time ("PFT") positions and two (2) when actually employed ("WAE") positions; operational costs; and, stipends for the foster grandparents. The City has historically provided a cash match for this grant. A cash match contribution is also received from the City of Newport News. The Foster Grandparent Program staff adheres to the City's Human Resources employment policies and performance evaluation process.

 

Impact:

The City has been awarded $393,888 in independent federal grant funds from CNCS.  The City of Newport News provides a $20,000 local cash match and the City of Hampton provides a $69,770 local cash match that is budgeted in the "Grant Matching Funds" account for a total grant award of $483,658. This is the first year of a three-year renewable grant.

                                          WHEREAS, the Corporation for National and Community Service (CNCS) has awarded an independent federal grant to the City of Hampton, Virginia ("the City") - the 2021 Foster Grandparent Program Grant - in the amount of $393,888;

       

                                     WHEREAS, the Foster Grandparent Program Grant award requires a local cash match of $69,770;

                     

                               WHEREAS, the City of Newport News contributes a local cash match of $20,000;

 

                     WHEREAS, the combined funds of the Foster Grandparent Program Grant award; the required local cash match from the cities of Newport News and Hampton which total $483,658, will be used by the Hampton Department of Human Services - Social Services to fund the salary and fringe benefits cost of two (2) permanent full-time ("PFT") positions and two (2) when actually employed ("WAE") positions along with operational costs and stipends for the foster grandparents who are dedicated to being role models, mentors and friends to children with exceptional needs; and

 

                     WHEREAS, the grant award is for the period of July 1, 2020 through June 30, 2021.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2021 Council Approved Budget (1) to accept and appropriate the Foster Grandparent Program Grant award in the amount of $393,888, and any supplemental funding, from the Corporation for National Community Service to the Grant Fund; (2) accept and appropriate the local cash match of $20,000 from the City of Newport News to the Grant Fund; and (3) approve the transfer of $69,770 from Departmental Support - Grants to the Grant Fund for the purpose of funding the salary and fringe benefit costs for two (2) permanent full-time ("PFT") positions and two (2) when actually employed ("WAE") positions; operational costs; and, stipends for the foster grandparents in accordance with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager, or her designee, to take any and all actions to implement this grant award.
