Resolution to Amend the Fiscal Year 2021 Council Approved Budget to Accept and Appropriate the 2020 Local Emergency Management Performance (LEMP) Grant Awarded through the Virginia Department of Emergency Management

 

Purpose

PURPOSE/BACKGROUND:

The Local Emergency Management Performance (LEMP) Grant provides funds to support the whole community approach to strengthen a community’s emergency management program in preparation for all hazards. The City of Hampton has been awarded a 2020 Local Emergency Management Performance (LEMP) Grant to support the City of Hampton’s Emergency Management program.

 

Discussion:

This grant is awarded annually to the City of Hampton to go towards supporting the Emergency Management program. A portion will go towards training and education for City staff and volunteers who support the Emergency Management program.  The remaining portion will pay for planning assistance for the office. Currently there are no other funding sources for this support of the Office of Emergency Management other than additional City funds.

 

Impact:

The City has been awarded $70,740 in funding from the 2020 Local Emergency Management Performance (LEMP) Grant with a local in-kind match of $70,740 for a total grant award of $141,480. This grant allows the Office of Emergency Management to continue to develop plans to address emergency preparedness and continuing education for City staff to better prepare the City for future threats.  Grant funds will also support plans for home elevations.

                     WHEREAS, the Virginia Department of Emergency Management has awarded the City of Hampton, Virginia (the “City”) a 2020 Local Emergency Management Performance (LEMP) Grant in the amount of $70,740;

 

                     WHEREAS, the LEMP Grant award requires a local in-kind match of $70,740;

 

                     WHEREAS, the combined funds of the LEMP Grant award and the required local in-kind match totals $141,480 and will be used by the Office of Emergency Management to support the Emergency Management program; and

 

                     WHEREAS, the grant award covers the period July 1, 2020 through June 30, 2021. 

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2021 Council Approved Budget to (1) accept and appropriate the 2020 Local Emergency Management Performance (LEMP) Grant in the amount of $70,740, and any supplemental funding, awarded by the Virginia Department of Emergency Management to the Grant Fund; and, (2) approve the required local in-kind match of $70,740, to be facilitated from Emergency Management's operating budget for the purpose of supporting the Emergency Management program in accordance with the grant agreement. 

 

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
