Resolution Requesting that the Virginia Department of Transportation Program Incorporate Three New Capital Projects into its Six-Year Improvement Plan

 

 

Purpose

PURPOSE/BACKGROUND:

 

The City of Hampton (the “City”) applied and was approved for Virginia Department of Transportation (“VDOT”) Smart Scale funding for three projects. The City was notified that VDOT’s funding will be received on a 100% Federal and State share basis beginning in Fiscal Year 2024 for the following projects:

 

1.                     Hampton Roads Center Parkway Pedestrian Improvements - Coliseum Drive to Armistead Avenue;

                    

2.                     Little Back River Road Widening B - Clemwood Parkway to Harris Creek Road; and

 

3                     Armistead Avenue Pedestrian Improvements - Convention Center Boulevard to LaSalle Avenue. 

 

 

Discussion:

 

The improvement projects are consistent with long-range goals of the City as follows: (1) Hampton Roads Center Parkway Pedestrian Improvements will link the Boo Williams Sportsplex with Coliseum Drive and also provide much needed pedestrian walkways; (2) Little Back River Road widening will address congestion and crash problems; and (3) the Armistead Avenue Pedestrian Improvements will provide much needed pedestrian facilities on this roadway

 

These projects will be fully funded with Federal and State funds, to be paid on a reimbursement basis to the City following the expenditure of City funds. This resolution requests VDOT to program the City’s three new capital projects into its Six-Year Improvement Plan and to authorize the City Manager or her designee to execute the project agreements and other project-related documents as needed.

Body

 

                     WHEREAS, in accordance with the Virginia Department of Transportation (“VDOT”) project funding allocation procedures, the City Council, by resolution, must request VDOT to program highway projects in the City of Hampton (the “City”);

 

                     WHEREAS, VDOT will allocate sufficient federal and state funds to fully fund such projects;

 

                     WHEREAS, VDOT has indicated that it is prepared to program Smart Scale funds to be used by the City for three projects and has assigned UPC numbers to those projects. The projects being specifically identified as follows:

 

                     A.                     Hampton Roads Center Parkway Pedestrian Improvements Project, UPC 115242;

 

                     B.                     Little Back River Road Widening B Project, UPC 115527; and

 

                     C.                     Armistead Avenue Pedestrian Improvements Project, UPC 115243, (herein referred to as the "Projects");

 

                     WHEREAS, project administration agreements with VDOT are necessary for securing VDOT commitment on those funds for the Projects; and

 

                     WHEREAS, City Council approved Resolution 18-0245 endorsing the support of the Fiscal Year 2024 Smart Scale Applications for the Projects.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA that for the purposes of the Projects:

 

                     A.                     That the Virginia Department of Transportation is requested to program Smart Scale funds into the Six-Year Improvement Plan for the City for the following projects:                    

 

                                          1.                     Hampton Roads Center Parkway Pedestrian Improvements Project, UPC 115242;

 

                                          2.                     Little Back River Road Widening B Project, UPC 115527; and

 

                                          3.                     Armistead Avenue Pedestrian Improvements Project, UPC 115243

 

                     B.                     That the City Manager or her authorized designee is hereby authorized to execute and deliver any and all documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney and future appropriation of any necessary funding.
