Resolution to Amend the Fiscal Year 2021 Council Approved Budget to Accept and Appropriate the 2020 Defense Community Infrastructure Pilot Program ("DCIPP") Grant awarded through the Department of Defense, Office of Economic Adjustment ("OEA")

 

Purpose

PURPOSE/BACKGROUND:

In 2018, the Hampton City Council approved the Air Power Park Phased Recovery Plan and embarked on a program of improvements to ensure Air Power Park's future as a community asset.   The Department of Parks, Recreation and Leisure Services developed a multi-year, multi-phase plan to accomplish this goal.  In FYs 2019 and 2020, great progress was made within a limited budget.  To date, the first two phases have been completed to restore the historic aircraft and spacecraft; add new interpretation stations; install new aesthetic amenities; and, most importantly, design the grading and drainage plan.

 

Discussion:

Based on communication received, it is strongly anticipated that the City of Hampton, VA will be awarded the 2020 Defense Community Infrastructure Pilot Program ("DCIPP") Grant through the Department of Defense, Office of Economic Adjustment ("OEA").  These grant funds will be used for the remaining improvements needed to the Air Power Park to resolve worsening drainage and shoreline erosion issues that impedes usage and improvements. This item is being brought to City Council for approval in preparation for the quick turnaround required for the grant related documents prior to the close of the federal fiscal year.

 

Impact:

The City of Hampton (the "City") has been awarded $707,008.50 in federal grant funds. The required local cash match is $707,008.50.  The matching funds, in part, will be allocated from the Department of Parks and Recreation and Leisure Services' FY 2021 Capital Improvement Funds, with the remaining funds expected to be provided by the Department of Parks, Recreation and Leisure Services' FY22 Capital Improvement Funds.  Thus far, Parks, Recreation and Leisure Services has invested $350,000 in the first two phases of the work supplemented by an $80,000.00 contribution from Public Works in engineering and design fees (FY 2019 and FY 2020).  This demonstrated commitment greatly strengthened the grant application and contributed to its success.

 

Recommendation:

Approve.

                     WHEREAS, the City of Hampton has been awarded the 2020 Defense Community Infrastructure Pilot Program ("DCIPP") Grant in the amount of $707,008.50 in federal funds;

 

                     WHEREAS, the 2020 DCIPP Grant award requires a local cash match of $707,008.50;

 

                     WHEREAS, the combined funds of the 2020 DCIPP Grant award and the local cash match, which totals $1,414,017.00, will be used by the Department of Parks, Recreation and Leisure Services to complete the remaining improvements needed to the Air Power Park to resolve worsening drainage and shoreline erosion issues that impedes usage and improvements;

                    

                     WHEREAS, the grant award is for the period of February 1, 2020 to January 31, 2022; and

 

                     WHEREAS, up to $353,504.25 is currently available in the Department of Parks, Recreation and Leisure Services' Capital Improvement Funds to satisfy the cash match for Fiscal Year 2021, with the remaining cash match balance of $353,504.25 to be requested during the Fiscal Year 2022 budget development process. 

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2021 Council Approved Budget to (1) accept and appropriate the 2020 Defense Community Infrastructure Pilot Program ("DCIPP") Grant in the amount of $707,008.50 in federal funds, and any supplemental funding, as awarded through the Department of Defense, Office of Economic Adjustment to the Grant Fund for use in accordance with the grant agreement, and (2) approve the transfer of up to $353,504.23 from the Department of Parks Recreation and Leisure Services' FY 2021 Capital Improvement Funds to the Grant Fund to satisfy the City's cash match obligation.

 

                     BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
