Title
Resolution to Amend the Fiscal Year 2021 Council Approved Budget and Accept and Appropriate the Federal Fiscal Year ("FFY") 2021 Highway Safety Grant (Selective Enforcement - Speed) awarded through the Commonwealth of Virginia, Department of Motor Vehicles

Purpose
PURPOSE/BACKGROUND:
The Virginia Department of Motor Vehicles has awarded the City of Hampton Police Division ("HPD") pass-through funding from the National Highway Safety Administration. The grant funds are for officer overtime relating to selective enforcement - speed; highway safety related training for one (1) officer; and, to purchase two (2) new LIDAR units for use in speed enforcement.

Discussion:
The total funding for this grant project is $74,280.00 with $49,520.00 in federal funds and $24,760.00 in matching, in-kind funds. In-kind funding will be provided by HPD as fuel and vehicle maintenance costs incurred during/because of enforcement activities. HPD will utilize the federal funding to hire overtime sworn personnel and purchase two (2) additional LIDAR units to specifically address traffic safety issues related to speed violations, with the remaining federal funds used to send an officer to highway safety related training. The overall goal of this grant funding is to reduce speed-related serious injury crashes within the City of Hampton ("City"). Enforcement efforts will focus on days and times identified by the Department of Motor Vehicles' Virginia Highway Safety Office's Crash Statistics Report.

Previously, the City has been awarded federal funding through this grant program on a yearly basis, with the award amounts varying year by year. The period of performance begins October 1, 2020 and the DMV requires a minimum of 21 business days to review the completed, executed agreement by the City's Authorized Approving Official. In order to meet this award requirement, the agreement was entered into in advance of the next available Council Meeting, scheduled for September 23th....
