Resolution to Amend the Fiscal Year 2021 Council Approved Budget to Accept and Appropriate the Federal Fiscal Year ("FFY") 2021 Highway Safety Grant (Selective Enforcement - Occupant Protection) awarded through the Commonwealth of Virginia, Department of Motor Vehicles

 

Purpose

PURPOSE/BACKGROUND:

The Virginia Department of Motor Vehicles has awarded the City of Hampton Police Division ("HPD") pass-through funding from the National Highway Safety Administration. 

 

Discussion:

The total funding for this grant project is $6,415.50 with $4,277.00 in federal funds and $2,138.50 in matching, in-kind funds. In-kind funding will be provided by HPD as fuel and vehicle maintenance costs incurred during/because of enforcement activities. HPD will utilize the federal funding to hire overtime sworn personnel to specifically address traffic safety issues related to occupant protection. The overall goal of this grant funding is to reduce unrestrained passenger-related fatality and serious injury crashes within the City of Hampton ("City"). Enforcement efforts will focus on days and times identified by the Department of Motor Vehicles' Virginia Highway Safety Office's Crash Statistics Report.  

 

Previously, the City has been awarded federal funding through this grant program on a yearly basis, with the award amounts varying year by year. The period of performance for this grant begins October 1, 2020 and the DMV requires a minimum of 21 business days to review the completed, executed agreement by the City's Authorized Approving Official. In order to meet this award requirement, the agreement was entered into in advance of the next available Council Meeting, scheduled for September 23th. This time frame would not have allowed sufficient time to return the agreement to the DMV for review and acceptance in advance of the opening of the award. The City's grant routing procedure was followed and approvals were received from Budget, Finance, and the City Attorney's Office in advance of the City Manager's signature.

 

Impact:

The FFY 2021 Highway Safety Grant for enforcement activities related to occupant protection will provide considerable safety measures for the citizens of Hampton through added patrol and enforcement activities. Historically, the City has provided an in-kind match for this grant. The City has been awarded $4,277.00 in federal funds. The City is required to provide an in-kind match of $2,138.50. This match will cover the cost of fuel and maintenance that result due to grant enforcement activities and is budgeted through HPD's operating budget. The total grant award is $6,415.50.

                     WHEREAS, the City of Hampton has been awarded the FFY 2021 Highway Safety Grant (Selective Enforcement - Occupant Protection) in the amount of $4,277.00 in federal funds;

 

                     WHEREAS, the FFY 2021 Highway Safety Grant (Selective Enforcement - Occupant Protection) requires an in-kind match of $2,138.50;

 

                     WHEREAS, the combined funds of the FFY 2021 Highway Safety Grant and the required in-kind match, which total $6,415.50, will be used by the Hampton Police Division to fund officer overtime relating to selective enforcement - occupant protection and fuel and vehicle maintenance costs; and

 

                     WHEREAS, the grant award covers the period of October 1, 2020 to September 30, 2021.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton hereby amends its Fiscal Year 2021 Council Approved Budget to (1) accept and appropriate the FFY 2021 Highway Safety Grant (Selective Enforcement - Occupant Protection) in the amount of $4,277.00 in federal funds, and any supplemental funding, as awarded/made by the Commonwealth of Virginia, Department of Motor Vehicles to the Grant Fund, and (2) approve the in-kind match in the amount of $2,138.50 to fund officer overtime relating to selective enforcement - occupant protection and fuel and vehicle maintenance costs in accordance with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
