Resolution to Amend the FY 2021 Council Approved Budget to Accept and Appropriate a $10,000.00 Gift from Tyla Matteson to be used by the City of Hampton's Department of Parks, Recreation & Leisure Services to Fund Improvements to the Matteson Trail and Shelter Pursuant to City Code § 2-134

 

Purpose

PURPOSE/BACKGROUND:

In honor of her mother, Tess Matteson, Tyla Matteson is requesting to donate funds to the Department of Parks, Recreation & Leisure Services to fund improvements to and maintenance of the Matteson Trail and shelter facility.

 

Discussion:

Tyla Matteson is requesting to donate $10,000.00 to the Department of Parks, Recreation & Leisure Services in FY 21 to extend the enhancement of the Matteson Trail. Ms. Matteson's mother, Tess Matteson, a resident of Hampton, was instrumental in the development of the Trail and this gift is made in her honor. Ms. Matteson has stipulated that the $10,000.00 gift for FY21 is to be used to support the construction of a walkway from the parking lot to the shelter facility, located between the Hampton Police Division building and the Hamptons Golf Course clubhouse, and for landscaping around the shelter facility. Ms. Matteson has also pledged to donate an additional $2,000.00 per year, for the next five years, to support the future maintenance of the Matteson Trail and shelter.  

 

Impact:

This gift relates to City Council's Strategic Priorities by generating resources to create vibrant and authentic places for the community that reflect and celebrate culture, history and character. The direct impact of the donation is that it will provide the improvements to the Matteson Trail and shelter facility, making it more accessible and attractive for use by the citizens of the City of Hampton.

                     WHEREAS, Tyla Matteson has generously agreed to donate $10,000.00 to the City of Hampton's Department of Parks, Recreation & Leisure Services to fund improvements to the Matteson Trail and Shelter;

 

                     WHEREAS, Tyla Matteson makes this gift in honor of her mother, Tess Matteson, for whom the trail is named and who was instrumental in the development of the trail and nurtured the progress of the trail for many years;

 

                     WHEREAS, Tyla Matteson's donation of $10,000.00 is being made for the specific purpose of constructing a walkway from the parking area to the shelter facility and landscaping around the shelter;

 

                     WHEREAS, Tyla Matteson has made a further commitment to the City of Hampton to donate $2,000.00 per year for the next five (5) years to assist with future maintenance of the trail and shelter; and

 

                     WHEREAS, acceptance of such donations by the City of Hampton, pursuant to Hampton City Code § 2-134, requires the approval of the Hampton City Council to the extent the amount or value of such gifts or donations is $5,000.00 or greater, and the City Manager seeks that approval, submitting that acceptance is in the best interest of the CIty.

 

                     NOW THEREFORE, BE IT RESOLVED, that the CIty Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2021 Council Approved Budget to (1) accept a $10,000.00 gift from Tyla Matteson to be used by the Department of Parks, Recreation and Leisure Services, as authorized by City Code Section 2-134, for the specific purpose of constructing a walkway from the parking area to the shelter facility and landscaping around the shelter and (2) appropriate the $10,000.00 to the Department of Parks, Recreation & Leisure Services Department from Unassigned Fund Balance as authorized by City Code § 2-134.  The conditions pertaining to this donation will be recorded in the City Council minutes as set forth in City Code § 2-134(a).

 

                     BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager, or her designee, to take any and all actions necessary to implement this gift.
