FY2019 Community Development Block Grant (CDBG) Annual Action Plan Amendment (CDBG-CV3)

Purpose
PURPOSE/BACKGROUND:
The City of Hampton (the "City") is submitting amendments to the FY2019 Annual Action Plan (the "Plan") for Housing and Community Development to allow the expenditure of additional funds related to the Coronavirus (COVID-19) pandemic response.

Discussion:
The U. S. Department of Housing and Urban Development ("HUD") annually awards CDBG and HOME funds to the City to develop viable urban communities by providing improved housing, suitable living environments and economic opportunities for those in the low-to-moderate household income bracket. The City uses these funds to complement other resources for implementing the Hampton Neighborhood Initiative and Hampton Housing Venture. The Plan includes utilization of funds received from HUD that will impact homes, home buyers, and workforce development efforts.

The City of Hampton has been awarded a special allocation of $688,562 of CDBG funds to be used to prevent, prepare for, and respond to the COVID-19 pandemic. This allocation was authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). Accordingly the FY2019 Action Plan must be amended to include the addition of this special allocation. A public hearing will be held on February 24, 2021. The public hearing is to receive public comments on the Plan and to seek Council's approval to adopt the Plan. The Plan amendment is available for public examination online at www.hampton.gov/neighborhoods.


Impact:
Public comment and council action is sought on the Plan amendment to support the advancement of Economic Growth, Economic & Family Resiliency, and Safe & Clean strategic issues through the utilization of HUD funds to support the preparation, relief, and recovery efforts related to the COVID-19 pandemic
