Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the FY22 Public Safety Answering Point Education Program (Individual PEP) Grant Awarded by the Virginia 9-1-1 Services Board through the Virginia Department of Emergency Management
Purpose
PURPOSE/BACKGROUND:
The Virginia 9-1-1 Services Board has awarded the FY22 Public Safety Answering Point ("PSAP") Education Program (Individual PEP) Grant in the amount of $3,000.00 to E-911 Emergency Communications. These grant funds will support the education and training of E-911 dispatchers to foster and enhance consistent knowledge of current and advancing E-911 and Geographic Information Systems public safety communications standards, issues, procedures, practices, technologies and other relevant matters.
Discussion:
The PSAP Education Program (Individual PEP) Grant will facilitate continuing education for emergency dispatchers by funding the cost of attendance for dispatchers to the annual conference of the Virginia National Emergency Number Association/Association of Public Safety Communications Officials. Any remaining funding will be allocated towards in-house emergency dispatch training to allow the continuation of knowledge and enhancement of skills and abilities relating to the services provided to the citizens of Hampton.
Impact:
The FY22 PSAP Education Program (Individual PEP) Grant will greatly improve the E-911 Emergency Communication's service to both citizens and other emergency personnel. The grant award is for $3,000.00 with no local cash or in-kind match required.

WHEREAS, the Virginia 9-1-1 Services Board, through the Virginia Department of Emergency Management, has awarded the FY22 Public Safety Answering Point ("PSAP") Education Program (Individual PEP) Grant in the amount of $3,000.00 in state funds;
WHEREAS, the FY22 Public Safety Answering Point Education Program (Individual PEP) Grant does not require a local cash or in-kind match;
WHEREAS, the FY22 Public Safety Answering Point Education Program (Individual PEP) Grant award will be used by E-911 Emergency Communications to fund the cost of attendance for dispatchers to the annual conference of the Virginia National Emergency Number Association/Association of Public Safety Communications Officials and other educational opportunities; and
WHEREAS, the grant award covers the period of July 1, 2021 through June 30, 2022.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2022 Council Approved Budget to accept and appropriate the FY22 Public Safety Answering Point Education Program (Individual PEP) Grant award in the amount of $3,000.00, and any supplemental funding, from the Virginia 9-1-1 Services Board through the Virginia Department of Emergency Management to the Grant Fund for the purpose of funding attendance for dispatchers to the annual conference of the Virginia National Emergency Number Association/Association of Public Safety Communications Officials and other educational opportunities in accordance with the grant agreement.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
