Resolution to Transfer $4,500 from the Bridge Street Bridge Bond Project to the Power Plant Parkway Sidewalk Bond Project within the Capital Projects Fund
Purpose
PURPOSE/BACKGROUND:
The Power Plant Parkway Sidewalk Project is the local contribution to the new SMART SCALE project that will provide pedestrian and ADA access and associated amenities along Power Plant Parkway as well as safety improvements and access at the Pine Chapel Road intersection. In FY2022, the City of Hampton’s adopted Capital Improvement Plan approved Virginia Department of Transportation SMART SCALE funds for the Power Plant Parkway Sidewalk Project (UPC 111016).
City staff has identified $4,500 from the completed Bridge Street Bridge Bond Project that may be utilized and is available for the Power Plant Parkway Sidewalk Bond Project. Hampton City Charter Sec. 6.12 and Hampton City Code Sec. 2-137 require that the City Council approve the transfer of unencumbered appropriations from one department to another department, as well as any transfer of bond proceeds. Pursuant to those provisions, staff requests Council approve the transfer of these local match funds.

WHEREAS, City staff has identified $4,500 from the Bridge Street Bridge Bond Project that has been completed and surplus funds can be utilized as the required local contribution if transferred to the Power Plant Parkway Sidewalk Bond Project to support the Virginia Department of Transportation ("VDOT") SMART SCALE Power Plant Parkway Sidewalk Bond Project;
