Title
Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the Fiscal Year 2022 Court of Virginia Behavioral Health Court Docket Grant awarded by the Supreme Court of Virginia
Purpose
PURPOSE/BACKGROUND:
The Fiscal Year 2022 Court of Virginia Behavioral Health Court Docket Grant provides funding for one (1) full-time Behavioral Health Peer Specialist position within the Hampton-Newport News Community Services Board (CSB) and related operational expenses. This position will provide frequent, ongoing, accessible and flexible support to participants in Hampton's General District Court Behavioral Health Docket (HBHD). The position will complement and enhance the HBHD by providing the emotional, social and practical support necessary for HBHD participants to remain successful.

Discussion:
The Behavioral Health Peer Specialist position will enhance the mission of the HBHD by providing various forms of support to participants. Peer Specialists are an integral part of helping participants cope with social or emotional barriers and stay motivated to reach their goals. Without this position, it may be difficult for HBHD to bridge the gap between providing a positive support system and perceived misunderstanding that is oftentimes felt by individuals with serious mental health diagnoses.

Impact:
The City of Hampton has been conditionally awarded $38,000 in State funds from the Supreme Court of Virginia. Grant proceeds will be used to fund one (1) full-time Behavioral Health Peer Specialist position and operating expenses. The position will be housed within the Hampton-Newport News CSB who will be responsible for all supervisory measures including timekeeping, the provision of office space and other needed supplies as well as the reporting requirements. No local match is required.

Recommendation:
Approve.
