Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the 2022 Department of Motor Vehicle Highway Safety Grant (Selective Enforcement - Speed) through the Commonwealth of Virginia, Department of Motor Vehicles
Purpose
PURPOSE/BACKGROUND:
The Virginia Department of Motor Vehicles ("DMV") has awarded the City of Hampton Police Division ("HPD") pass-through funding from the National Highway Safety Administration in the total project amount of $75,945.00 with $50,630.00 in federal funds. The overall goal of this grant is to reduce speed-related deaths and serious injury crashes within the City of Hampton (the "City"). Enforcement efforts will focus on days and times identified by the DMV's Virginia Highway Safety Office's Crash Statistics Report.
Discussion:
The total funding for this grant project is $75,945.00 with $50,630.00 in federal funds and a required in-kind match of $25,315.00. In-kind funding will be provided by HPD as fuel and vehicle maintenance costs incurred during/because of enforcement activities. HPD will utilize the federal funding to cover overtime expenses and send two (2) officers to highway safety training. The remaining funds will be utilized to purchase one (1) additional LIDAR unit and one (1) additional RADAR unit to specifically address traffic safety issues related to speed violations.
Previously, HPD has been awarded federal funding through this grant program on a yearly basis, with the award amounts varying year by year. The period of performance for the 2022 Highway Safety Grant begins October 1, 2021 and the DMV requires a minimum of 21 business days to review the completed, executed agreement by the City's authorized approving official.
