Purpose

PURPOSE/BACKGROUND:

UPDATED INFORMATION FOR CONSIDERATION BY THE HAMPTON CITY COUNCIL ON OCTOBER 13, 2021:  This item was approved on the consent agenda on September 22, 2021, based upon estimated figures.  Since that time, more accurate figures have been obtained so the proposed resolution updates those figures.  Please note that this resolution is simply in support of the application to VDOT and to update the figures contained in the resolution.

The City of Hampton has identified a new candidate project for the Virginia Department of Transportation’s (“VDOT’s”) Revenue Sharing program, which is funded on a 50% state and 50% local share basis. The Pine Chapel Road Corridor Improvements Project would construct a sidewalk on the south side of Pine Chapel Road from Coliseum Drive to Saville Row, utilizing a road diet.  Pedestrian focused improvements will include crosswalk and realigned intersections.

                  WHEREAS, the City of Hampton (“City”) desires to submit an application to the Virginia Department of Transportation’s (“VDOT's”) fiscal years 2027 and 2028 Revenue Sharing Program for an allocation of $2,495,325 to fund the Pine Chapel Road Corridor Improvements Project, from Coliseum Drive to Saville Row (the "Application");

 

                 WHEREAS, the City staff recommends the City Council support that Application; and

 

                 WHEREAS, if supported, City of Hampton is required to commit to future funding of these projects equal to, or in excess of, any VDOT revenue sharing funds received.

 

                 NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA, that it hereby:

 

                                    A.  Supports the Application and authorizes the City Manager to submit the Pine Chapel Corridor Improvements Project (“Project”) for consideration by VDOT through its Revenue Sharing Program for fiscal years 2027 and 2028 (estimated local share: $2,495,326; estimated  state share:  $2,495,325; total: $4,990,651);

 

                                     B.   Agrees to fund its local share of preliminary engineering, right-of-way and construction, as applicable, of the Project once under agreement with VDOT in accordance with the Project financial document(s);

 

                                    C. Agrees that, if the Project is cancelled, to reimburse VDOT for the total amount of costs expended by VDOT through the date VDOT is notified of such cancellation, and to repay any funds previously reimbursed that are later deemed ineligible by VDOT; and   

 

                                     D.  Grants authority for the City Manager, or authorized designee, to execute all agreements and/or addendums for this Project, if approved, for the Revenue Sharing Program, subject to approval by the City Attorney.

 

                     BE IT FURTHER RESOLVED, that this Resolution #21-0294 replaces Resolution #21-0258 which was approved by the Hampton City Council on September 22, 2021.
