Purpose

PURPOSE/BACKGROUND:

The Commonwealth Transportation Board approved, by Resolution, on June 23, 2021, the Revenue Share Funding for fiscal year 2022. The City of Hampton (“City”) applied and was approved for Revenue Share funding in Fiscal Year 2020 and a total of $5,784,000 was allocated for the Grant Street New Roadway Project (UPC 117115). Revenue Share Funding is typically 50% funded by the Commonwealth of Virginia and 50% funded by the Locality requesting the project.  Due to the COVID-19 Pandemic, the Virginia Department of Transportation (VDOT) issued notice that they would be splitting funding 50/50 up to $1,000,000 and would fund 74% of the project beyond that amount.  Projects were pushed to outer years, with a Fiscal Year 2024 and 2025 construction timeline.  The Grant Street New Roadway Project (UPC 117115) will provide economic development opportunities to Downtown Hampton and provide a means of secondary ingress and egress from the Mary Jackson Community Center when it is completed.  VDOT has already assigned a project number in anticipation of the City’s approval of this request.

Impact:

 

The Grant Street New Roadway Project (UPC 117115) will provide economic development opportunities to Downtown Hampton and provide a means of secondary ingress and egress from the Mary Jackson Community Center when it is completed.  VDOT has already assigned a project number in anticipation of the City’s approval of this request.

Body

 

                     WHEREAS, in accordance with the Virginia Department of Transportation (“VDOT”) project funding allocation procedures, the City Council, by resolution, must request VDOT to program highway projects in the City of Hampton (“City”);

 

                     WHEREAS, City Council has previously requested and VDOT has agreed to appropriate the sum of $5,784,000 in total funding for the Grant Street New Roadway Project (the “Project”) within the Revenue Share Funding Program;

 

                     WHEREAS, City needs to appropriate $606,811 in Revenue Share Funding to the Capital Projects Fund for the Project;

 

                     WHEREAS, City staff has identified $159,517 from the Freeman Drive Reconstruction Bond Project that has been completed and those surplus funds can be utilized as the required local contribution if transferred to this Project;

 

                     WHEREAS, Hampton City Charter Sec. 6.12 and Hampton City Code Sec. 2-137 requires that City Council approve the transfer of unencumbered bond proceeds;

 

WHEREAS, the VDOT share of these funds will be paid on a reimbursement basis following the expenditure of City funds;

 

                     WHEREAS, project administration agreements with VDOT are necessary for securing VDOT commitment on those funds for the Project; and

 

                     WHEREAS, the Project was not previously included in the Capital Budget of the City Manager's, City Council approved budget for fiscal year 2022 ("FY22 Capital Budget").

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA that for the purposes of the Project:

 

1. The Virginia Department of Transportation is requested to program

$766,328 of Revenue Share funds into the current year of the Six-Year Improvement Plan for the City;

 

2. The FY22 Capital Budget is hereby amended to include the Project;

 

                     3. Revenue Share Funds expected to be received from the Virginia Department of Transportation in the amount of $606,811 are hereby accepted; 

 

4. That $159,517 shall be transferred from the Freeman Drive Reconstruction Bond Project;

 

                     5. The combined  sum of $766,328 ($606,811 in Revenue Share Funding and $159,517 in surplus funds from the Freeman Drive Reconstruction Bond Project) shall be appropriated to the Fiscal Year 2022 Capital Projects Fund for the Grant Street New Roadway Project (UPC 117115); and

6. The City Manager or her authorized designee is hereby authorized to execute and deliver any and all documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney.
