Resolution of Endorsement of Fiscal Year 2028 Smart Scale Projects
Purpose
PURPOSE/BACKGROUND:
The City of Hampton (the “City”) has identified four projects that potentially qualify for Virginia Department of Transportation (“VDOT”) consideration under the Smart Scale Program. This program funds projects on a 100% Federal and State share basis. The four projects are:
1. Fort Monroe Pedestrian Improvement - Fort Monroe Main Gate Entrance to Fenwick Road;
2. Tide Mill Pedestrian Improvement - North Armistead Avenue to Charlton Drive;
3. Chesapeake Avenue Corridor Improvements - Newport News City Line to LaSalle Avenue; and
4. West Queen Street Corridor Improvements - West Queen Street between each intersection with Power Plant Parkway.
Discussion:
The following proposed improvement projects are consistent with long-range goals of the City:
(1) Fort Monroe Pedestrian Improvement will construct an approximately one-mile terminal segment of the Birthplace of America Trail (the “BOAT”) along Stillwell Drive and improve pedestrian/bike connectivity between Phoebus and Fort Monroe;
(2) Tide Mill Pedestrian Improvement, also a segment of the BOAT, will install a shared-use path along Tide Mill Lane from North Armistead Avenue to Charlton Drive. Further, there will be installation of new ADA-compliant curb ramps at missing intersections and replacement of the sidewalk;
(3) Chesapeake Avenue Corridor Improvement, a third segment of the BOAT, will install a shared-use path along Chesapeake Avenue from the Newport News City line where there is an existing shared path to LaSalle Avenue to provide additional connectivity; and
(4) West Queen Street Corridor Improvements will improve bike and pedestrian connections on West Queen Street installing a shared-use path and missing sidewalk segments.
Impact:
These projects are funded with 100% Federal and State Funds.
