Title

Review and Approval of the Hampton-Newport News Community Services Board FY22-23 Performance Contract with the Department of Behavioral Health and Development Services

 

Purpose

 

PURPOSE/BACKGROUND:

 

The Hampton-Newport News Community Services Board (“CSB”) annually submits to the City Council its performance contract for community mental health, development, and substance abuse services for approval as required by Virginia Code § 37.2-508.  This contract is the primary accountability and funding mechanism between the Virginia Department of Behavioral Health and Developmental Services (“Department”) and the CSB.  Before the Department approves the contract, the governing bodies of each city that established the CSB must approve the performance contract.

 

Based on a change to the Code of Virginia, the period of performance contract renewals has been adjusted to biennially beginning with State Fiscal Year 2013.  The performance contract submission includes the related budget for SFY 2023 to include a General Fund contribution in the amount of $1,637,527 from the City's Adopted FY 2023 Annual Operating Budget.
